the reporter learned from a relevant press conference on september 13 that in order to further increase support for the "two new" products, ningbo has formulated and issued the "ningbo city implementation plan for strengthening support for consumer goods trade-in" (hereinafter referred to as the "implementation plan").
the implementation plan explicitly supports the trade-in of consumer goods in ten major areas. seven of these areas are for individual consumers, including scrapping and updating of personal passenger cars, replacement and updating of personal passenger cars, trade-in of household appliances, electric bicycles, smart homes, renovation of old houses, and renovation for the elderly, and direct subsidies to consumers in the form of "real money". at the same time, it is further expanded to three major areas facing enterprises or operators, namely, supporting the scrapping and updating of old operating trucks, upgrading the scrapping and updating of agricultural machinery, and upgrading the updating of new energy buses and power batteries.
wider scope of subsidies
currently, among the top ten areas, only four areas, including scrapping and updating of personal passenger cars, home appliances, old commercial trucks, and agricultural machinery, had subsidy policies. this time, six new areas have been added, including replacement and updating of personal passenger cars, electric bicycles, smart homes, renovation of old houses, aging-friendly renovations, and new energy buses.
ningbo has also expanded specific categories in some areas. for example, in the field of household appliances, on the basis of the state's support for eight types of household appliances, including refrigerators, washing machines, televisions, air conditioners, computers, water heaters, household stoves, and range hoods with energy efficiency or water efficiency standards of level 2 or above, other household refrigeration appliances, household air conditioners, household cleaning and sanitation appliances, household kitchen appliances, household beauty and health appliances, and household projectors have been further included in the support scope.
in addition, ningbo has also proposed specific support scope and subsidy standards for areas such as electric bicycles, home decoration, smart homes, and aging-friendly renovations where the country has not yet clearly defined standards.
higher subsidy standards
the implementation plan further increased subsidies. for example, the subsidy standard for scrapping and updating personal passenger cars (i.e. scrapping fuel passenger cars with emission standards of national iii or below or new energy passenger cars registered before april 30, 2018) has been increased from 7,000 yuan for purchasing fuel vehicles and 10,000 yuan for purchasing new energy vehicles to 15,000 yuan and 20,000 yuan respectively, more than doubling. regarding the replacement and update of personal passenger cars, the implementation plan sets up tiered subsidies. individuals who scrap or transfer their own passenger cars and buy new cars can enjoy a maximum of 18,000 yuan in car purchase subsidies.
for example, individual consumers who purchase household appliances that meet energy efficiency or water efficiency standards of level 1 or above can receive a subsidy of 20% of the actual sales price of the product, with a maximum subsidy of 2,000 yuan for a single household appliance.
the subsidy standards for scrapping and updating old operating vehicles, scrapping and updating agricultural machinery, and updating new energy buses and power batteries have also been greatly increased compared with before.
in addition, ningbo also encourages businesses to launch various promotional activities, adding up profits and giving consumers more benefits.
