beijing news (reporter cao jingrui) on september 11, a special press conference on the theme of "celebrating the 75th anniversary of the founding of new china" was held in yanqing district. ye dahua, deputy secretary of the yanqing district committee and district head, introduced that yanqing district has been approved by the civil aviation administration of china as the first batch and the only "civil unmanned aviation test zone" in beijing, attracting more than 100 drone companies. it is expected that by 2025, the total low-altitude economy of the district will reach 5 billion yuan.
ye dahua introduced that the development of yanqing's low-altitude economy can be summarized as "five haves", namely, development has a plan, coordination has a mechanism, industry has a scale, policy has a guarantee, and application has a scenario.
"we have cooperated with the 9th academy of aerospace science and technology and the national key laboratory of air traffic management systems to formulate the low-altitude economic development plan and low-altitude infrastructure plan for yanqing district, and planned six functional groups of low-altitude industries with zhongguancun yanqing park as the focus. we have established a work coordination mechanism with 13 departments, including the municipal bureau of economic and information technology, the municipal development and reform commission, and the municipal science and technology commission, to coordinate the construction of beijing's unmanned aerial demonstration zone. in addition to the more than 100 drone companies that have already gathered, a number of "national" testing institutions such as the 514th institute of the 5th academy of aerospace science and technology have also settled in yanqing, forming an unmanned system testing service industry highland. by 2025, the total low-altitude economy in the district is expected to reach 5 billion yuan." ye dahua said.
"yanqing district has built the city's first forest fire prevention drone intelligent application scenario experimental base; carried out 5g-a integrated networking deployment with the three major operators of china mobile, china unicom, and china telecom, and conducted drone detection and control technology tests; implemented a drone-enabled great wall protection pilot project to achieve all-weather, intelligent inspections of the badaling great wall." ye dahua said.
in the next step, yanqing district will further integrate policies and concentrate resources, highlight the characteristics of low-altitude safety, military-civilian integration, green aviation, etc., carry out pilot projects in low-altitude safety technology research, low-altitude infrastructure construction, low-altitude airspace management innovation, and low-altitude application scenario expansion. it will form a demonstration and leading role in a relatively short period of time and strive to build a pilot zone for the city's low-altitude economic industry.
specifically, yanqing district will build "three networks and one platform" to establish a foundation for low-altitude development. the "three networks" refer to the airspace route network, the low-altitude intelligent network, and the take-off and landing facility network. through airspace system planning, multi-network interconnection and integration, and facility construction and improvement, infrastructure support will be strengthened to comprehensively improve the safety level and utilization efficiency of the airspace. the "one platform" refers to the low-altitude management service platform, which links the "three networks" to establish an integrated system of airspace management, flight services, and safety supervision.
yanqing district will build "four centers" to create an industrial ecological chain. a beijing low-altitude flight service center will be established to provide "one-stop" services for low-altitude flight activities throughout the city. a drone test flight, testing, and airworthiness research center will be built. by building an unmanned system test field, cooperating with the civil aviation science and technology research institute to establish an airworthiness certification service station, and leveraging the advantages of the concentration of professional testing institutions, efforts will be made to improve the professional level of drone services. cultivate an intelligent manufacturing center for drones and drone countermeasures equipment, consolidate and expand the manufacturing foundation of military-grade and industrial-grade drones, and vigorously develop the drone security and countermeasures industry. create a drone scientific and technological achievement transformation and acceptance center, accelerate the construction of the beijing hydrogen energy general aviation innovation institute, and jointly build a low-altitude safety institute and a drone college with the people's public security university of china and the north china university of technology to promote the transformation and implementation of scientific and technological achievements.
in addition, yanqing district will also cultivate "six types of scenarios" to achieve multi-field utilization. promote the demonstration and application of drones in six major fields: emergency rescue, ecological monitoring, great wall protection, urban logistics, feeder logistics, and cultural tourism experience; cooperate with the 9th academy of aerospace to implement a demonstration project for the application of intelligent drones in government affairs; deepen cooperation with meituan to expand the "low-altitude +" medical service scenarios. promote the opening of logistics distribution feeder lines between badaling airport and airports in beijing, tianjin and hebei; and conduct electric vertical take-off and landing aircraft experience flights in scenic spots such as the world horticultural exposition park.
