fujian province strengthens support for consumer goods trade-in program
in order to implement the spirit of the third plenary session of the 20th cpc central committee, implement the requirements of the "notice on several measures to further support large-scale equipment renewal and trade-in of consumer goods" (ndrc and the ministry of finance [2024] no. 1104), step up efforts to promote the trade-in of consumer goods, accelerate the release of consumption potential, and effectively improve the quality of life of residents, based on the actual situation in our province, the following implementation plan is proposed.

further efforts to promote the replacement of old cars with new ones
1. raising the subsidy standard for vehicle scrapping and renewal
for individual consumers who meet the requirements of the "notice on issuing the implementation rules for the old-for-new subsidy in fujian province" (min shangwu [2024] no. 110) issued by the fujian provincial department of commerce and 7 other departments, and who scrap fuel passenger cars with national iii emission standards or below or new energy passenger cars registered before april 30, 2018 between april 24, 2024 (including that day, hereinafter the same) and december 31, 2024, and purchase new energy passenger cars included in the "catalogue of new energy vehicle models for vehicle purchase tax reduction and exemption" of the ministry of industry and information technology or fuel passenger cars with a displacement of 2.0 liters or less, the subsidy standard will be increased: for those who scrap the above two types of old cars and purchase new energy passenger cars, a subsidy of 20,000 yuan will be given; for those who scrap fuel passenger cars with national iii emission standards or below and purchase fuel passenger cars with a displacement of 2.0 liters or less, a subsidy of 15,000 yuan will be given.
eligible subsidy applications submitted from april 24, 2024 will be subsidized according to the standards specified in this implementation plan. the owner of the scrapped car and the owner of the newly purchased car should be the same consumer, and the corresponding scrapped passenger car should be registered in the name of the applicant before july 25, 2024; starting from august 15, during the subsidy application review period, the newly purchased car should be registered in the name of the subsidy applicant. (responsible units: provincial department of commerce, department of industry and information technology, public security department, department of ecology and environment, taxation bureau, people's governments of all prefecture-level cities, and pingtan comprehensive experimental zone management committee. the following tasks need to be implemented by the people's governments of all prefecture-level cities and the pingtan comprehensive experimental zone management committee and are no longer listed)
2. raising the subsidy standard for vehicle replacement and renewal
individual consumers who transfer passenger cars that meet certain conditions (excluding fuel passenger cars with emission standards of national iii and below and new energy passenger cars registered before april 30, 2018) under their own name from june 24, 2024 to december 31, 2024, and purchase new passenger cars and register them in the province, can apply for a one-time car purchase subsidy. according to the purchase price of the new car (the amount of the purchase invoice, the total price and tax), it is divided into three levels. for a purchase price of 50,000 yuan (inclusive) to 150,000 yuan (exclusive), a subsidy of 8,000 yuan per vehicle is provided for fuel vehicles; for a purchase price of 150,000 yuan (inclusive) to 250,000 yuan (exclusive), a subsidy of 12,000 yuan per vehicle is provided for fuel vehicles; for a purchase price of 250,000 yuan (inclusive) or more, a subsidy of 15,000 yuan per vehicle is provided for fuel vehicles. for the purchase of new energy vehicles, an additional subsidy of 1,000 yuan will be provided on the basis of the above levels. the old car transferred by the individual consumer should have been registered in his/her name before april 27, 2024. the place where the unified motor vehicle sales invoice for new cars is issued is the place where the subsidy is accepted. increase support for old-for-new home appliance exchanges
individual consumers who purchase eight types of household appliances in our province, including refrigerators (including freezers), washing machines, televisions, air conditioners (including central air conditioners), computers, water heaters, household stoves (including integrated stoves), and range hoods with energy efficiency or water efficiency standards of level 2 or above, will be given a trade-in subsidy. the subsidy standard is 15% of the product sales price. for products purchased with energy efficiency or water efficiency standards of level 1 or above, an additional subsidy of 5% of the product sales price will be given. each consumer can subsidize one product of each type, and the subsidy for each product shall not exceed rmb 2,000. support home kitchen and bathroom "renewal"
(i) subsidies will be provided to individual consumers who purchase household kitchen and bathroom, smart home, and renovation products. for each consumer who spends rmb1,000 or more, a subsidy of 20% of the product sales price (after deducting all discounts) will be provided. the maximum subsidy for a single purchase is rmb2,000, and the cumulative subsidy for each consumer shall not exceed rmb20,000. local governments may reasonably increase the number of subsidized categories based on local conditions.
home kitchen and bathroom products: dishwashers, water purifiers, rice cookers, steam ovens, microwave ovens, electric pressure cookers, induction cookers, wall-breaking food processors, multi-function food processors, disinfection cabinets, garbage disposals, coffee machines, bread machines, juicers, air fryers, electric kettles, ceramic tableware, electric irons (including steam hanging irons), electric shavers, beauty devices, hair dryers, and other 21 types of home kitchen and bathroom products;
smart home category: 11 types of smart home products, including smart door locks (including smart anti-theft doors), smart home monitoring, smart voice facilities (including smart speakers and audio), smart massage chairs (including massage equipment), smart sofas, smart beds (including smart mattresses), smart fitness equipment, smart bathrooms, smart sweeping robots (including floor scrubbers), smart toilets (including smart toilet lids), and smart clothes drying racks;
home improvement and renovation category: plumbing hardware (including faucets, showers, pendants, sinks, drains, anti-slip handrails, clothes drying racks, etc.), home improvement building materials (including bamboo and wooden floors, home decoration paints, tiles, wires and cables, etc.), sanitary ware (including toilets, shower rooms, bathroom cabinets, bathtubs, washbasins, etc.), furniture (including beds, mattresses, sofas, cabinets, tables and chairs, integrated custom cabinets, etc.), switches and lamps and other full categories and brands of home improvement and renovation products.

(ii) supporting family consumption suitable for the elderly. for individual consumers who purchase nursing beds, wheelchairs (walkers), emergency call devices, hearing aids, electronic blood pressure monitors, electronic blood glucose meters and other products suitable for the elderly, a single purchase of rmb 500 or more can be subsidized up to 30% of the product sales price (after excluding all discounts), and the cumulative subsidy for each consumer shall not exceed rmb 5,000. local governments can reasonably increase the number of subsidized categories based on local conditions. support the trade-in of old electric bicycles
consumers who return their old electric bicycles in accordance with the implementation rules and exchange them for new electric bicycles will be subsidized. the subsidy standard is: 300 yuan subsidy for products with a sales price of less than 2,000 yuan; 500 yuan subsidy for products with a sales price of 2,000 yuan (inclusive) or more; an additional 100 yuan subsidy will be given to consumers who return old lithium-ion battery electric bicycles and exchange them for lead-acid battery electric bicycles; each consumer can enjoy the subsidy once. for electric bicycles with lithium-ion batteries, the batteries must also comply with the "safety technical specifications for lithium-ion batteries for electric bicycles" (gb43854). supporting scrapping and renewal in the transportation sector
we will focus on supporting the accelerated scrapping of old trucks with high energy consumption and high emissions, provide financial subsidies for the scrapping and renewal of old operating trucks, orderly promote the application of new energy operating trucks in urban logistics distribution, port collection and distribution, trunk logistics and other scenarios, and actively promote small-sized public buses, low-floor and low-entry urban public buses. according to national subsidy standards, for scrapping and renewal of qualified trucks, an average subsidy of 80,000 yuan per vehicle will be given; for renewal of qualified trucks without scrapping, an average subsidy of 35,000 yuan per vehicle will be given; for early scrapping of old operating diesel trucks, an average subsidy of 30,000 yuan per vehicle will be given; for the renewal of urban buses with a vehicle age of 8 years or more and the replacement of power batteries for new energy urban buses, an average subsidy of 60,000 yuan per vehicle will be given. in 2024, we will support the early scrapping of 1,200 old operating diesel trucks with national emission standards and below, add and update 700 operating diesel trucks or new energy operating trucks with national emission standards, and update 2,000 new energy buses and power batteries. support the scrapping and renewal of old agricultural machinery
an implementation plan for the subsidy policy for scrapping and updating agricultural machinery has been issued. for scrapping tractors with less than 20 horsepower, the maximum scrapping subsidy for a single unit has been increased to 1,500 yuan. for scrapping combine harvesters, seeders, etc. and purchasing new machinery of the same type, the scrapping subsidy standard will be increased by up to 50% on the basis of the current subsidy standard. based on the actual situation in our province, on the basis of the 9 types of agricultural machinery that are scrapped with subsidies from central government funds, 6 new types of agricultural machinery, such as grain (food) dryers (dryers), have been included in the subsidy scope. fully enhance the enthusiasm of farmers and agricultural production and management organizations to scrap and update old agricultural machinery, accelerate the scrapping and elimination of old agricultural machinery with high energy consumption, heavy pollution, and low safety performance, optimize the structure of agricultural machinery equipment, and promote the transformation and upgrading of agricultural mechanization and the green development of agriculture. the scrapped agricultural machinery will increase by more than 50% in 2024. improve the recycling system
improve the construction of recycling networks for used products and equipment, and do a good job of recycling and reuse while exchanging old consumer goods for new ones. support the construction of green sorting centers for recycling renewable resources, intelligent classification and recycling facilities, reverse recycling logistics systems for production enterprises, and "internet + recycling" systems. support the refined dismantling of scrapped cars and used household appliances, promote the dismantling and standardized cascade utilization of used power batteries, promote the remanufacturing of used equipment, and realize the recycling of renewable resources by "turning waste into treasure". promote businesses to provide consumers with convenient "door-to-door delivery of new and collection of old" services in activities such as the exchange of old household appliances for new ones, and hand over recycled old household appliances to qualified recycling companies for environmentally sound treatment. 1. strengthening the principal responsibility.the provincial department of commerce, the department of transportation, and the department of agriculture and rural affairs consulted with the provincial development and reform commission, the department of finance and other relevant departments to study and formulate implementation rules for the trade-in of old consumer goods in different fields, and further optimize and improve the scope and standards of support in light of the actual situation in our province, optimize the application review, fund allocation, supervision and management processes, promote the consistency of online and offline subsidy policies, hold a variety of policy interpretation and publicity activities, ensure "activities every month and scenes every week", and urge and guide local governments to make good use of the allocated ultra-long-term special treasury bond funds. the people's governments of all prefecture-level cities and the pingtan comprehensive experimental zone management committee should further enhance their initiative and enthusiasm, formulate work plans, refine implementation measures, clarify the division of tasks, give full play to their creativity, and support the trade-in of old consumer goods in light of the actual situation. (2) strengthen fund management.for the ultra-long-term special treasury bond funds directly arranged by the state for our province, the central government shall bear 85% of the support funds for articles 1 to 6 of this implementation plan, and our province shall bear 15%. the provincial department of finance will take the lead in implementing the matching fund arrangement, coordination, allocation and supervision of our province. if the subsidy funds are used up ahead of schedule, the provincial department of commerce, the department of transportation, the department of agriculture and rural affairs will consult with the provincial development and reform commission and the department of finance to promptly issue a policy end announcement; if they are not used up by the expiration date, the relevant funds will be recovered. the provincial department of commerce, the department of transportation, the department of agriculture and rural affairs and other relevant departments shall coordinate online monitoring and early warning and offline on-site verification in accordance with the division of responsibilities, and promptly remind and urge rectification of problems such as untimely allocation of funds, slow use, and misappropriation of funds. the people's governments of all prefecture-level cities, the pingtan comprehensive experimental zone management committee, and the provincial department of commerce, the department of transportation, and the department of agriculture and rural affairs are the primary responsible entities for fund management. they must strictly manage and use funds for specific purposes. the ultra-long-term special treasury bond funds allocated to cities for coordinated use shall not be allocated to counties (districts) for coordinated use. (iii) follow up and evaluate results in a timely manner.the provincial development and reform commission will effectively play a comprehensive coordination role, take the lead in coordinating with the provincial department of finance and other departments to conduct regular assessments of various regions. the provincial department of finance should grasp the rhythm, allocate funds reasonably, cooperate in the formulation of fund management methods, do a good job of monitoring and early warning, strengthen supervision and verification, and effectively improve the efficiency of fund use. the provincial department of commerce, the department of transportation, the department of agriculture and rural affairs, and the people's governments of each prefecture-level city and the pingtan comprehensive experimental zone management committee should conduct self-evaluation and self-inspection on the progress of work, fund use, and performance target achievement, and regularly submit reports on fund use and performance target completion to the provincial development and reform commission and the department of finance. (iv) create a favorable market environment.enterprises with different ownership structures and different places of registration enjoy the same treatment when participating in the old-for-new policy for consumer goods. during the implementation process, if a certain product is subject to multiple old-for-new policies for consumer goods, consumers can enjoy the higher preferential policy, but they cannot enjoy the preferential policies repeatedly. urge production and sales enterprises to fulfill their principal responsibilities and establish and improve quality and safety management systems. increase the efforts to investigate and recall defective consumer products and enhance corporate quality and safety awareness. strictly investigate and punish counterfeiting, inferior products, false pricing, illegal refurbishment, etc. in the old-for-new policy for consumer goods. if any illegal acts such as using improper means to defraud subsidy funds are found, they must be dealt with seriously in accordance with the law, and those suspected of committing crimes must be transferred to judicial organs for severe investigation and punishment in accordance with the law. this implementation plan is valid until december 31, 2024. the above policy measures do not include xiamen. during the implementation process, if there are any adjustments to the relevant national or provincial policies, the newly issued policies shall prevail.
