first, based on the new development stage, we will strive to promote high-quality development with high-quality legislation. since last year, the ministry of justice has formulated and revised administrative regulations such as the regulations on fair competition review and the state council's regulations on the reporting standards for concentration of operators, and strived to create a good environment for all types of business entities to participate in market competition fairly. we have completed the review and revision of draft laws such as the accounting law, the statistics law, the value-added tax law, and the tariff law, and promoted the improvement of the macroeconomic governance system. we have issued administrative regulations such as the interim regulations on the management of unmanned aerial vehicle flights and the regulations on the replenishment of international cruise ships at ports of the people's republic of china to promote the development of emerging industries. we have formulated and revised administrative regulations such as the regulations on ecological protection compensation, the interim regulations on the management of carbon emission rights trading, and the regulations on the management of ozone-depleting substances.

overall, the ministry of justice reviewed and completed 51 legislative projects in 2023, a year-on-year increase of 96.2%. so far this year, 39 legislative projects of various types have been reviewed and completed. in the next step, the government will fully perform its legislative review duties and continuously strengthen legislation in key areas, emerging areas, and foreign-related areas.
second, we will clean up the regulations and practices that hinder the unified national market and fair competition, and strive to promote the construction of a unified national market. the ministry of justice has completed the centralized cleanup of all the more than 600 administrative regulations currently in force, and organized the revision and abolition of some administrative regulations, focusing on cleaning up the relevant regulations and contents that are not conducive to the optimization of the business environment and the construction of a unified national market and violate fair competition. at the same time, we are taking the lead in carrying out a comprehensive cleanup of laws, regulations and policies involving unequal treatment of enterprises.
third, we will better play the leading, normative and guaranteeing role of the rule of law, and strive to promote the construction of a first-class legal business environment. last year, the ministry of justice requested the state council to deploy a three-year action plan to improve the quality of administrative law enforcement, correct outstanding problems in the field of law enforcement in accordance with the law, especially focus on strengthening the supervision of administrative law enforcement involving enterprises, and standardize administrative inspections involving enterprises. at the same time, we also requested the state council to cancel and adjust 33 fines in 9 fields, drafted and issued by the state council for implementation of the "guiding opinions on further standardizing and supervising the setting and implementation of fines", and focused on solving outstanding problems such as random fines that were strongly reflected by enterprises and the public.
fourth, we will focus on the needs and expectations of business entities and strive to provide high-quality legal services. we will continue to deepen the notarization and reduction of certificates to facilitate the public, publish a list of 81 certification materials in 33 categories, and delete 116 unnecessary certification materials. we will strengthen the mediation of conflicts and disputes in emerging fields such as finance, intellectual property rights, and the internet.
fifth, deepen the work of foreign-related rule of law and strive to serve and safeguard high-level opening up. accelerate the improvement of a systematic and complete system of foreign-related laws and regulations, and work with relevant departments to do a good job in the research, drafting, review and revision of important laws and regulations such as the foreign relations law and the foreign state immunity law. accelerate the improvement of the level of foreign-related legal services, support beijing, shanghai, guangdong, hainan and other places to promote the construction of international commercial arbitration centers, and strengthen foreign-related legal work in lawyers, notaries, commercial mediation and other aspects.
