ko wen-je, chairman of the people's party, has been embroiled in a series of controversies recently. last week, prosecutors investigated him for the crimes of seeking personal gain and accepting bribes in violation of his duties under the anti-corruption act, and requested that he be detained and not allowed to see visitors. ko was originally ordered by the court to be released without bail. yesterday, the taipei district prosecutors office successfully appealed. at 2 p.m. today, the taipei district court held another detention hearing. after a 2.5-hour trial, it was ruled that ko wen-je be detained and not allowed to see visitors.

the taipei district court emphasized in its ruling that after being questioned, the defendant did not dispute some of the facts indicated in the petition, and that the defendant, accomplice, witness statements, and related evidence were sufficient to prove this. the defendant knew that the excessive increase of more than 560% of the volume of the jinghua city case violated the law, but he still insisted on doing so, and his will was clear, and as a result, his accomplice shen qingjing's jinghua city case obtained illegal profits of more than 20 billion yuan. therefore, the defendant is suspected of committing the crime of seeking profit under article 6, paragraph 1, clause 4 of the anti-corruption act. ......in order to preserve evidence, and after careful consideration, since this case is a corruption crime, the accomplices have obtained more than 20 billion yuan in illegal profits in the jinghuacheng case, which has a far-reaching impact on the social level, and should be inclined to protect the public interest. therefore, it is recognized that it is impossible to replace it with bail, commitment, and restricted residence, and detention is necessary. therefore, in accordance with article 101, paragraph 1, subparagraphs 2 and 3, and article 105, paragraph 3 of the criminal procedure law, the defendant is detained in the taipei detention center and is prohibited from visiting or communicating with him.

we have invited dr. chen zhengyu from taiwan to analyze how the people's party's setback will affect future changes in the island's political situation. dr. chen zhengyu, a native of taipei, graduated from the department of medicine of kaohsiung medical college. in 2007, he passed the mainland's medical qualification examination as the first in taiwan. he then became the first taiwanese doctor to obtain a master's degree in advanced management from tsinghua university. he witnessed the "severance of diplomatic relations between taiwan and the united states" in his youth, witnessed lee teng-hui's rise to power after entering society, came to the mainland at the age of 30, and studied in the motherland after he was over 40. his rich academic experience has given him keen observations and unique insights into the island's political situation. the interview was conducted on september 4, when ko wen-je had not yet been detained.

interview and article | guo maochen

guo maochen: let’s first talk about the plot twist in the early hours of monday morning. ko wen-je walked out of the north court, which surprised many people. 55 search tickets were dismissed in the previous two phases. do you think there are any political factors behind this?

chen zhengyu:judging from the previous "happy birthday" incident of zheng wencan, it is unlikely that such a high-ranking official would be prosecuted without the authorization or approval of the authorities. even if lai did not directly name ko, it must be necessary to hint or encourage the prosecutors and investigators to take positive actions. the taoyuan prosecutors prosecuted zheng youcheng, and the taipei prosecutors took action after feeling pressure and rumors. but it must be made clear that the controversy over the plot ratio reward of jinghua city cannot be covered up because of the political actions of the taipei prosecutors. in the taipei city council, there is no difference in the perception between the blue and green camps on whether ko wen-je has exerted substantial influence. two days ago, lin zhoumin, the former director of the taipei city urban development bureau, revealed that he regularly reported the jinghua city case to ko. at least ko wen-je's claim in front of xiaocao that he was not aware of it has been verified.

guo maochen: the judge determined that the 20% volume bonus in the jinghuacheng plot ratio case was objectively illegal. now that deputy mayor peng zhengsheng has been detained, can he cover up everything? was it because there was no clear consideration relationship that ke was not detained in the first detention court?

chen zhengyu:the reason why ke was not detained before was that the judge believed that there was no direct evidence to prove that ke had given instructions and received money. but judging from ke’s past behavior, how could a deputy mayor cover up everything so easily? the evidence was not sufficient at the time, but it is possible that it will be unearthed in the future. ke was not found to have received money, and the authorization stamp was stamped, so he was fine. but peng was not found to have received money either, so what motive did he have to break the law? moreover, the media reported yesterday that peng zhensheng wanted to appeal. he believed that he followed the instructions given by ke wenzhe and handled the case according to the law. he was puzzled "why was i detained and ke wenzhe was fine?" he did not take any money, so why was he detained?

guo maochen: ko wen-je admitted that he had accepted an invitation from the chairman of the viking group to sing after the election. his relationship with the consortium was definitely not the one that was exposed by the media. if the money flow could not be found at the beginning, what was ko's purpose if he was seeking profit? after all, ying hsiao-wei was detained after finding 45 million yuan. it is not that ko was obliged to do so. this is logically inexplicable.

chen zhengyu:there are many ways for the government and business to collude. it is enough for ko to not avoid suspicion. whether the financial flow is found is the job of the prosecutors and investigators, but the people have already known what will happen next. for example, the mainland's previous "ban on embas" for leading cadres was also based on such considerations.

guo maochen: mu ke used his image rights to pocket the election subsidy money. do you think this is a complete collapse of his image as an honest person?

chen zhengyu:since the mg149 incident, ko has never been really clean in terms of accounts. he just successfully created the image of a political amateur who was persecuted. he passed every difficult level. he was elected as the mayor and the party chairman and had a guard team, so he became more and more courageous, felt good about himself, and everything he did was right. at the beginning of the year, he said that the election subsidy would be donated to the party, but in august, it was reported that ko used the subsidy of 43 million to buy a high-end commercial office! he said that mu ke's money would not flow into his personal pocket, but was immediately exposed by taipei city councilor lin yanfeng that 4.5 million of mu ke had gone into ko wen-je's pocket! when he was elected mayor, he promised that he would not set up a foundation and there would be no corruption. he claimed to be open and transparent. what about now? he set up the zhongwang foundation, and many important meetings were not recorded, recorded, or photographed! he scolded the consortium for eating human flesh with knives and forks, but was exposed by a blue camp councilor that he often went to tao zhu yinyuan, a 1.8 billion tao zhu yinyuan, and sang and ate with the chairman of shin kong group and the chairman of viking group. in short, he got addicted to it.

guo maochen: on saturday, i saw a lot of people gathered in front of the taipei district prosecutors office to support ko. someone gave the reason that the taipei district prosecutors office's prosecution of ko was even more excessive than the prosecution of ah bian back then. these people are simply "supporting bian and opposing ma". how should we evaluate the political spectrum of the people's party supporters?

chen zhengyu:the grass-roots voters are basically green voters who have not been recruited by the dpp and students with no social experience. as a result of the natural "independence" caused by their past education, these students are generally green. the upper echelons of the people's party are a mix of blue and green marginal people, but the spectrum of supporters is undoubtedly green. ko both instigated and was coerced by these people.

guo maochen: ko wen-je has always said that he represents the third force. how do you think the taiwan people's party should be positioned and where it falls on the spectrum of unification or independence?

chen zhengyu:there is no truly stable third force. they are just free radicals that appear briefly when the blue and green camps cannot settle the issue. the only thing that distinguishes the blue and green camps is national identity, not socioeconomic class. ko himself is a speculative green, recruiting a minority of frustrated politicians from the blue and green camps and their second generation. they each have their own blue and green, but xiaocao is basically green, at least not blue. the blue camp that went to the white camp basically couldn't bring any people with it, so the nature of the entire party is self-evident.

ke wenzhe was questioned by the procuratorate last friday. (taiwanese media)

guo maochen: do you think there is still a chance for the blue and white parties to cooperate in the future?

chen zhengyu:the kmt is well aware that the target of the blue and white coalition will never be ko again, but it has some expectations for the people's party in the post-ko era. local and small-scale election cooperation is possible, but the bigger factor is the personal factors of the candidates. the entire party alliance can only happen after the election, such as cooperation in the taiwan legislative yuan. not before the election, because their dna is too different, which even the failed kmt-pf coalition could not do.

guo maochen: after this setback, will ke wenzhe and the people's party accelerate their bubble? how do you evaluate ke wenzhe's influence on taiwan's society in the past 10 years?

chen zhengyu:the bubble of the people's party is inevitable, let alone comparing it to the people first party. it may end up being uglier than the new power party. as for the impact ko has brought to taiwan's politics over the past decade, i think the worst thing is that no one believes in good amateur politicians anymore. the reputation of the doctor-politician, which took the national taiwan university law school 30 years to ruin, is ruined by the national taiwan university medical school in 10 years.
