"easy to obtain, high return" and "you can make money without doing anything after getting the certificate". banyuetan reporters found that in the current job market, all kinds of professional certificates are mixed, and some training institutions use employment anxiety to induce others to take the exam. after paying high fees, they get a "fake certificate". what is even more unexpected is that some victims encounter secondary fraud when they defend their rights...

"300,000 yuan in exchange for a bunch of fake certificates"

in april this year, shenyang police noticed a serial certification fraud case on a short video platform. in june 2020, gong moumou, a party involved in the case, received a call from liaoning zhihui mingxue education technology co., ltd. the other party claimed that he could get a post and telecommunications bim certificate for 4,000 yuan, and the engineering company would give him 30,000 yuan a year after the affiliation. after paying the money, the other party mailed the certificate and immediately lost contact, and the "affiliation" promised in advance could not be fulfilled.

a year later, another organization called hebei ruixue education contacted gong, claiming that his postal and telecommunications bim certificate could be registered with a certain company, but he needed to obtain other certificates such as prefabricated engineer. after obtaining all four certificates, he could "earn 200,000 yuan a year without doing anything." gong paid the other party 10,500 yuan for the examination fee and 6,500 yuan for the storage fee, and was cheated again. "in three years, i was cheated of about 300,000 yuan. i later found out that most of these certificates were "fake certificates" and it was impossible to make money by registering them."

a reporter from banyuetan found that such victims generally hope to "get something for nothing" after taking the test, and because of information asymmetry, they tend to listen to the lawbreakers. in 2023, the lianjiang court in fujian province tried a fraud case. the plaintiff xiao cai (pseudonym) consulted a firm about applying for the intermediate registered safety engineer exam. a former employee of the firm pretended to be an employee. after learning that xiao cai did not meet the requirements, he still promised to handle it for her and defrauded her of a total of 131,820 yuan in registration fees, admission tickets, and exam fees. after xiao cai repeatedly asked for the documents, the defendant finally processed a fake certificate for her.

a reporter from banyuetan searched on the complaint platform heimao complaint and found that there were more than 13,000 complaints involving "certificate examinations", including dozens of occupations such as fire protection engineers, bidding managers, and green building engineers. many victims said that they originally took the certification exam just to improve their employment competitiveness, but under the guidance of training institutions, they gradually believed that "it is difficult to find a job without a certificate, and you can make money easily with a certificate."

acting as a "rights protection team" and carrying out serial fraud

some training institutions take advantage of college students' anxiety about finding a job and commit fraud using rhetoric such as "it's easy to get a certificate and make money by doing nothing". what's worse, some institutions even disguise themselves as legal aid agencies to commit secondary fraud on victims.

first, they claimed that "there are no thresholds and secret papers are available", encouraging college students to apply for useless certificates.the reporter of banyuetan contacted an institution called "jianzheng education" as a marketing graduate. the institution clearly stated that the reporter of banyuetan met the requirements for applying for fire protection engineers, and that they had secret test papers with predicted questions and an 89% pass rate. however, according to the document of the personnel examination center of the ministry of human resources and social security, applicants for fire protection engineers need to obtain a degree in fire protection engineering or have been engaged in related work for a certain number of years.

"registration for the national examination certificate is based on a commitment system. as long as you promise to meet the requirements, you can take the exam. your qualifications will only be reviewed after you pass the exam. fraud gangs take advantage of this rule and falsely claim to have internal channels and can register on behalf of companies, thereby deceiving victims who do not meet the registration requirements into paying money." wang hai, an internet professional counterfeiter and director of the harmonious community development center in haidian district, beijing, said that since the national examination certificate is difficult to obtain and most victims cannot pass it, it is also difficult to discover that registration on behalf of others means filling out false information.

secondly, they fabricate the value of the certificate and claim that "you can make money by relying on it.""now the country has strict requirements for fire safety. large supermarkets, hotels, and engineering units all need fire certificates." a teacher from jianzheng education told the reporter of banyuetan that the certificate alone can bring in 80,000 yuan a year. the staff of another institution was more "direct", sending a carbon emission manager (senior) certificate and saying "3,000 yuan, sell it directly, and you can make about 70,000 yuan a year by affiliating with it."

can such certificates be affiliated with others? a reporter from banyuetan consulted the fujian vocational skills certification guidance center about the "carbon emission manager" that has been popular in recent years. the person in charge of the center said that the relevant certificates are only proof that students have passed the training and examinations conducted by relevant social organizations, not professional access qualification certificates, and it is nonsense to affiliate them.

finally, under the guise of legal aid, they squeezed the rights defenders dry.in 2023, the shanghai police uncovered a certificate fraud case in which the suspect wu induced the victim to pay for the certificate in the name of certificate affiliation, and then further defrauded the rights defender of the handling fee under the pretext of providing legal assistance. after investigation, more than 700 people across the country were deceived, and the amount of money defrauded reached more than 9 million yuan.

"due to the frequent occurrence of certification fraud cases, the large number of victims and the difficulty in protecting their rights, legal rights protection fraud has gradually emerged." a victim who has encountered this type of fraud said that when the certification examiner posts the deceived information on social media, multiple accounts with the same ip will pretend to be "victims" and falsely claim that they have recovered the money and recommend so-called legal rights protection teams. in fact, these teams are still fraud gangs.

certification is not a universal formula for job hunting

in 2022, the ministry of human resources and social security launched a special campaign against "fake certificates" for technical skills. according to a reporter from banyuetan, this special campaign focused on false or exaggerated publicity, illegal training, and illegal fees, and certification fraud has been curbed to a certain extent. however, the methods of some fraudsters are becoming more and more complicated. to eradicate certification fraud, a multi-pronged approach is needed to do a good job in industry governance.

a relevant person in charge of the fujian vocational skill certification guidance center said that there are currently three main types of nationally recognized skill talent evaluation certificates: professional qualification certificates, professional skill level certificates, and special professional ability certificates. to apply for the above certificates, one needs to take the exam at an evaluation agency approved by the ministry of human resources and social security. after obtaining the certificate, one can check the relevant certificate inquiry website of the human resources and social security department. "any propaganda that guarantees passing, quick certification, certification by paying money, direct online shopping, and monthly income of tens of thousands through affiliation, etc., are all false propaganda and misleading fraud."

"currently, some college students have difficulty finding jobs and have blind expectations of obtaining certificates. once they encounter fraud, they will bear a heavy burden before they even earn any income." tu chongyu, chief partner of fujian zhongyu hezhong law firm, believes that on the one hand, it is necessary to crack down on the illegal production and sale of fake certificates through joint law enforcement and other means; on the other hand, the human resources and social security departments can disclose and regulate the necessity of obtaining certificates, the cost of obtaining certificates, and the qualifications of the certificate-issuing units.

previously, the ministry of human resources and social security had worked with relevant departments to crack down on and rectify the chaos of illegal certificate affiliation. however, the interviewees pointed out that illegal certificate affiliation has not been completely eliminated, and it is recommended to revoke the professional qualifications of the affiliators and establish a limited-time professional ban mechanism. at the same time, the corresponding qualifications of the affiliated units should be revoked and included in the list of dishonest enterprises. strictly crack down on illegal agency certificate affiliation and cut off the affiliation profit chain.
