the frequent good news shows that chongqing's aerospace information industry is accelerating its rise. at present, the output value of chongqing's aerospace information industry is about 30 billion yuan, with an average annual growth rate of more than 15%. it has gathered more than 100 upstream and downstream companies. the cumulative shipment of beidou chips has exceeded 8 million, leading the country, and the development level of modules and terminals is at the forefront of the country.
"as an important city in western china, chongqing has demonstrated its unique status and role in the aerospace information industry and is one of the leading regions in the development of the domestic aerospace information industry," said yu xiancheng, president of the china satellite navigation and positioning association.
in the global competition for the trillion-dollar blue ocean of aerospace information industry, how did chongqing stand out and occupy a place? chongqing daily reporters conducted in-depth interviews to decode chongqing's strategy for pursuing the "aerospace" dream.

past: perseverance in pursuing dreams for 40 years
chongqing has been pursuing the "aerospace dream" of the vast stars for 40 years.
as early as the 1980s, chongqing established a special aerospace research institution. over the years, companies such as southwest aluminum and china electronics chip have provided a large number of core key materials for a series of "national heavy equipment" such as the tianzhou and shenzhou series of spacecraft, the chang'e series of satellites, and the long march series of rockets.
since becoming a municipality directly under the central government, chongqing has never stopped questioning the heavens.
many years ago, chongqing established the liangjiang aerospace industry investment group with liangjiang new area as its main base, taking the first step in building the aerospace industry from scratch.

just one year later, chongqing launched the "action plan for the high-quality development of chongqing's aerospace information industry led by satellite internet", breaking down the "blueprint" into "task book" and "construction drawing", and the development of the aerospace information industry entered the fast lane.
"from a city once based on the general aviation industry to an important force competing in the aerospace information industry, chongqing has completed its advancement and transformation in nearly half a century," said yu xiancheng.
now: entering the critical stage of formation and starting
why is chongqing so persistent in its “space dream”?
gao jian, director of the municipal development and reform commission, believes that this is closely related to the genes of the city of chongqing.
on the one hand, the people of this mountain city located in the inland southwest are daring, hardworking and enterprising. since ancient times, they have had the passion to break through geographical restrictions, accelerate their move towards the world and explore the universe.
competing in the aerospace information industry in the forefront of future science and technology and working closely with well-known companies and research institutions across the country and even the world are effective ways for chongqing to stride onto the international stage.
on the other hand, as an important modern manufacturing base in the country, chongqing's automobile, power semiconductor and smart phone production ranks second, third and fourth in the country respectively. the unique industrial clusters provide endless application scenarios for space-time information industry technologies represented by communications, navigation and remote sensing.
in addition, chongqing integrates large cities, large rural areas, large mountainous areas and large reservoir areas. it has the 8d magical features of high-rise buildings and crisscrossing bridges and tunnels, as well as rich landforms with overlapping mountains and river gorges. it also provides a broad market space for aerospace information products in the fields of transportation and so on.
the combined effect of the above-mentioned reasons has enabled chongqing to forge ahead courageously in its pursuit of its "aerospace dream".

on june 1, guangzhou haige communication group co., ltd. also issued an announcement to invest in chongqing haige aerospace information technology co., ltd. and establish the company's southwest regional headquarters;
on july 31, china siwei announced that it would establish a space-time information service company in chongqing to make up for chongqing's shortcomings in the main enterprise link of the satellite application remote sensing satellite chain;
"since the beginning of this year, key aerospace information companies such as china siwei, higer communications, changsha beidou institute, and weiwei technology have continuously signed contracts and landed, and various aerospace information industry resources are accelerating in chongqing," gao jian introduced.
in addition to the influx of foreign capital, chongqing's local enterprises are also rising rapidly.
for example, as a leading domestic "intelligent automotive networking + satellite navigation" dual-engine enterprise, beidou zhilian technology co., ltd. has an annual production capacity of more than 4 million units (sets) of intelligent cockpit domain controllers per year, among which the high-precision boxes used for inertial navigation have the highest accuracy and localization level in the country.
gao jian said that at present, chongqing's aerospace information industry has entered a critical period of start-up and development, and has initially formed a main matrix and industrial chain of aerospace information enterprises covering "chip modules - terminal manufacturing - system integration and operation services". it is becoming a key path for chongqing to promote scientific and technological innovation, create a new economic growth pole, and seize the commanding heights of future development.
future: build an industrial cluster with a core output value of 50 billion yuan
in pursuit of the "space dream", chongqing has drawn up the latest "blueprint".
according to the "action plan for the high-quality development of chongqing's aerospace information industry led by satellite internet" issued in february this year, by 2027, chongqing will be the first in the country to build an aerospace information service system that integrates air, space, and ground, and deeply integrates communications, navigation, and remote sensing, forming an aerospace information industry cluster with a core output value of 50 billion yuan, and becoming a main base for aerospace information industry infrastructure with national influence, a source of original innovation, an industrial development cluster, and a new highland for application services.
it is not easy to achieve this series of goals.
"objectively speaking, compared with developed regions such as the beijing-tianjin-hebei region, the yangtze river delta, and guangdong, hong kong and macao, chongqing also has three shortcomings." yu xiancheng analyzed: first, the output value is not large, far lower than the 112.3 billion yuan in the beijing-tianjin-hebei region, 111.2 billion yuan in the pearl river delta, and 82.1 billion yuan in the yangtze river delta; second, the competitiveness of market entities is not strong, there is a lack of listed companies, and the overall driving force of the industrial chain is weak; third, the innovation level is still relatively weak, and high-level innovation platforms such as national key laboratories, industrial innovation centers, and technology innovation centers have not yet been laid out.
fortunately, chongqing has clearly seen the three shortcomings and proposed countermeasures.
"at present, cities with relatively good development of aerospace information industry in the country have all formed a certain ecological climate." gao jian analyzed that, for example, hunan province uses zhuzhou beidou industrial park as a carrier to hold international summits and supporting policies every year to drive the gathering of upstream and downstream enterprises; beijing has gathered a large number of beidou application talents and more than 400 enterprises, forming the most complete industrial chain in the country.
gao jian said that building an aerospace information industry ecosystem is a systematic project, and chongqing is making overall plans:
improve the industrial map and vigorously carry out industrial chain investment promotion. at present, chongqing focuses on attracting investment in the five major links of the core industrial chain of "satellite, core, network, terminal, and use", researching and producing characteristic satellite core components, developing a system of space-ground integrated communication chips, modules, and terminal products, and promoting the mass production of satellites, the portability of ground terminals, the diversification of application services, and the independent development of key components.
strengthen infrastructure and lay a solid foundation for beidou's high-quality development data. chongqing will work closely with central enterprises such as china star network to promote the construction of application infrastructure such as ground-based augmentation, satellite-based augmentation, and satellite internet, build national-level industrial comprehensive service platforms such as the national space-time big data center, and build a high-speed, ubiquitous, integrated, interconnected, safe and efficient aerospace information application infrastructure system.
innovate application scenarios and cultivate and develop new models and new formats. as a megacity, chongqing will focus on launching a number of typical and large-scale application scenarios for the beidou and satellite internet industries, implement a number of comprehensive application demonstration projects, and accelerate the exploration of new formats and models such as low-altitude economy and commercial aerospace.
strengthen scientific and technological innovation and improve the level of industrial innovation. in the future, chongqing will focus on high computing power, low power consumption, and low cost to carry out core technology research, break through key application service technologies such as fast and high-precision positioning of integrated space-air and ground, and multi-source signal fusion positioning, complete the research and development of application products such as terminal-side system protocols, core algorithms, and test systems, and actively create a national-level space information industry innovation center.
