climate investment and financing is an important part of green finance. in order to further promote green and low-carbon technology innovation and achievement transformation, the construction of the west coast new area climate investment and financing platform was officially launched at this forum.
the platform will focus on policy integration and innovation, graded evaluation of registered projects, customized green finance solutions, and the establishment of a cooperative network. through market-oriented operations, it will build and operate a climate investment and financing platform for the new district, further promote green and low-carbon technology innovation and results transformation, better improve the efficiency of financial resource allocation, and promote the transformation of climate policies into specific and operational investment and financing guidelines.
"climate change is one of the biggest problems facing the world today. to solve this problem, we need to guide and promote funds to address climate change in an orderly manner," said yu jie, president of the natural carbon sink research institute (qingdao). "during the pilot of climate investment and financing, we need to identify the risks and benefits of projects or technologies, and design financial products with different structures based on these two main variables," said lu yuebing.
in december 2021, the general office of the state council issued the "notice on carrying out climate investment and financing pilot work". in august 2022, the west coast new area became the first batch of climate investment and financing pilot projects in the country and the only one in shandong province. the new area attaches great importance to the climate investment and financing pilot work, and has successively formulated policy documents such as the recognition standards for climate investment and financing projects and specific measures for financial institutions in the new area to support climate investment and financing. at the same time, it participates in the construction of the asian development bank's climate investment and financing acceleration platform. the province's first climate investment and financing project database has been built, with a total investment of 100 billion yuan in the projects in the database. the province's first carbon neutrality loan, the first batch of carbon emission rights pledge loans, and the first green loan with "green building performance liability insurance" have been implemented in the new area. in 2023, the balance of green loans in the new area reached 39.6 billion yuan, a year-on-year increase of 73.12%.
the reporter learned that the west coast new area climate investment and financing platform has five major functions, including project grading evaluation, carbon efficiency information disclosure, carbon value mining and incentives, efficient matching of production and finance, and supervision and management. the platform will embed carbon emission reduction project standards and methodologies recognized by the global mainstream carbon market, and use big data models and algorithms to help companies accurately locate and optimize emission reduction points, match high-quality financial products, and help companies transform into green and low-carbon enterprises.
"the platform has four major features: identification and screening of green and low-carbon enterprises, full-dimensional assessment of climate investment and financing projects, fully quantitative realization of carbon asset value and diversified financing tools. it will realize full-process, multi-field, in-depth and high-quality financial services from climate project financing needs to subsequent management of project funds. at present, the overall evaluation system has been completed and the platform construction is progressing in an orderly manner." yu jie introduced.

at this forum, the new district released 20 representative, innovative and exemplary cases in promoting green and sustainable development. these cases closely revolve around the "17 sustainable development goals of the united nations", "reference indicators for the construction of national carbon peak pilot cities" and the "ten major projects" for carbon peak in the new district, covering ten areas including energy transformation, urban and rural construction, transportation development, circular economy, technological innovation, ecological product value, service industry consumption, public institutions, industrial carbon peak, and carbon sink capacity.
among them, in the field of green and low-carbon development of public institutions, the sino-german eco-park promotes ecological construction with high standards, implements 100% green buildings in the park, and promotes ultra-low energy consumption buildings on a large scale. it is currently accelerating the construction of a 820,000 square meter zero-carbon community in the sino-german future city, which is expected to achieve an annual carbon reduction of about 45,000 tons. adhering to the vision of "rural environment, green development, and a better life", the sino-german eco-park has created community green brands such as "harmony neighbor" and "schreiber garden", and has been praised by the ministry of commerce of china and the ministry of economy of germany as "a lighthouse project in the ecological field between the chinese and german governments, and a model of sino-german bilateral cooperation parks."
li lei, director of the construction approval office of the ecological planning and construction department of the sino-german eco-park, told reporters that the sino-german eco-park has launched 46 planning results, established a relatively complete green planning system, and set up 20 park-level standards to guide the park's construction. it has built more than 8.4 million square meters of green buildings, 3 square kilometers of sponge cities, 1.13 million square meters of ultra-low energy consumption buildings, and reduced carbon emissions by about 25,000 tons annually.
at present, the new district has built 22 green manufacturing factories at or above the provincial level, 52 national green manufacturing products, and 9 national green supply chain management demonstration enterprises. 230 new "industrial empowerment" and "future city" scenarios have been opened, totaling 978. the new district is actively carrying out pilot projects such as green carbon, blue carbon, and climate investment and financing, and has fully launched the construction of the china-eu environment and climate cooperation demonstration zone.
"the new district will accelerate the comprehensive green transformation of economic and social development with its profound blue heritage, and strive to write a new chapter of green, low-carbon and high-quality development." tang xiaocheng told reporters that in recent years, the west coast new district has deeply implemented xi jinping's ecological civilization thought, actively served the overall situation of the "dual carbon" strategy, formulated a series of guiding plans, and comprehensively constructed six major planning systems including ecological space, ecological economy, ecological environment, ecological life, ecological system and ecological culture. compared with 2020, energy consumption per unit of gdp in 2023 will decrease by 9.1%, and carbon emissions per unit of gdp will decrease by 11.9%.
