Kirby reportedly told reporters on Monday that the talks in Cairo, Egypt, "have not broken down" and that the parties have made "enough progress." "The talks have actually progressed to the point where they (the parties) believe that the next logical step is for the lower-level groups to sit down and discuss these finer details."
