According to official reports, He Xiaoqing, female, Tibetan, born in July 1985, from Heishui, Sichuan, a member of the Communist Party of China, joined the work in November 2007; an eighth-level employee of the Jinchuan County Comprehensive Administrative Law Enforcement Bureau (from August 2023 to present, she has served as the first secretary of Desheng Village, Keer Township, Jinchuan County). At about 3:40 p.m. on August 22, He Xiaoqing accidentally fell into the river while driving a vehicle on her way to the village to carry out work. After an on-site investigation by the public security traffic police, it was determined that the accident was a single-vehicle accident. At present, only He Xiaoqing is in the vehicle, and the county, township and village levels are fully engaged in search and rescue work.

On August 27, a villager from Desheng Village who was participating in the search and rescue operation told Jimu News that in his impression, He Xiaoqing was a very good person and his work was recognized by everyone. After the incident, most of the young and middle-aged people in the village went to the scene to participate in the search and rescue operation. Most of them asked for leave from their companies and rushed to help. As of the morning of the 27th, no trace of He Xiaoqing had been found.

Relevant officials from Jinchuan County told reporters that because the cliff where He Xiaoqing fell was dozens of meters high and the river flow was fast and complicated, it is not yet possible to fully confirm whether He Xiaoqing was in the vehicle that fell into the river, and professional forces are being deployed for search and rescue.
