Currently, 73 childcare centers of various types in Changping District have provided 4,572 childcare places. It is expected that by the end of 2025, the number of childcare places per thousand people in Changping District will reach 4.5.
According to the meeting, in the second half of this year, Changping District will also optimize and improve public services, accelerate the implementation of high-quality medical resources such as the Third Hospital of Peking University, and ensure the completion of the second phase of the Huilongguan Campus of Jishuitan Hospital and the second phase of Tsinghua Chang Gung Memorial Hospital. At the same time, it will focus on the problems of "young children" and "old people" and implement the central universal childcare demonstration project.
Specifically in terms of childcare, Li Wenhui, director of the Changping District Health Commission, further told reporters that there are currently 73 kindergartens of various types in Changping District, which can provide 4,572 childcare places, including 1,170 universal childcare places.
"A week ago, Changping District issued childcare consumption experience coupons for the first time. Any child who has childcare needs and is attending childcare for the first time can apply for a 1,000 yuan childcare consumption experience coupon." Li Wenhui said that families who apply can have a free two-week trial at all registered childcare institutions in Changping District. Childcare institutions can provide full-day care, half-day care, hourly care, temporary care and other childcare services for infants and young children under the age of 3.
The reporter learned that in 2023, Changping was selected as one of the first 15 "Central Finance Supported Universal Childcare Service Development Demonstration Projects". The project implementation period is two years, and the central government will subsidize 100 million yuan.
How will the subsidy funds be used? For whom will they be used? Li Wenhui told reporters that among the forms of childcare currently being promoted in Changping District, for government agencies, the funds can be used to decorate the venue and purchase teaching aids. "This is equivalent to 'moving in with just a bag'. Government agencies can entrust professional childcare institutions to operate the childcare." For market entities, after they are converted into universal childcare institutions, they can apply for per capita fixed subsidies and rental subsidies according to the policy.
In addition, the funds will also be used to train childcare professionals. "That is to say, childcare workers who have newly obtained national childcare or babysitter qualification certificates can also receive a one-time subsidy based on their level."
Li Wenhui said that Changping is currently building a district-wide childcare service center, covering curriculum development, resource library construction, dietary guidance, childcare training and many other aspects, to improve the infant-friendly childcare service model that covers urban and rural areas, is universally accessible, and safe and well-educated. This also means that while the childcare process is becoming more standardized, Changping's childcare model will also form a template-like replicable experience.
Li Wenhui admitted that there is still a large gap in childcare places in Changping District. According to the "14th Five-Year Plan" public service plan, by 2025, there should be 4.5 childcare places for infants under 3 years old per 1,000 people, but currently there are only two childcare places per 1,000 people in Changping. "So in the next two years, we will expand the number of childcare places through multiple channels to meet the actual needs of more families."
It is reported that in the second half of this year, Changping will build at least two "embedded" inclusive childcare places in each street, relying on community cultural activity centers, vacant elderly stations and other locations. Li Wenhui said that the current upper limit of the monthly inclusive childcare price in Changping District is 2,160 yuan, and the government will also provide a subsidy of 1,000 yuan per childcare place for inclusive childcare centers. "In the later stage, we will also promote the construction of childcare sites based on the heat map of demand, and strive to achieve the goal of 4.5 childcare places for infants and young children under 3 years old per thousand people by the end of 2025."
