A relevant official from the Beijing Municipal Development and Reform Commission said that the plan intends to make overall arrangements for Beijing to increase its support for equipment upgrades and trade-ins of old consumer goods, significantly increase subsidy standards for car scrapping and renewals, and trade-ins of old home appliances, and many measures will directly benefit consumers.

Among them, in terms of scrapping and updating of personal passenger cars, the subsidy standards in the "2024 Beijing Automobile Trade-in Subsidy Implementation Rules" are adjusted:For those who scrap an old car that meets the standards and buy a new energy passenger car, the subsidy will be increased from 10,000 yuan to 20,000 yuan; for those who scrap an old car that meets the standards and buy a fuel passenger car with a displacement of 2.0 liters or less, the subsidy will be increased from 7,000 yuan to 15,000 yuan.

It is worth noting that consumers who have applied for subsidies in accordance with the "2024 Beijing Automobile Trade-in Subsidy Implementation Rules"Additional subsidies may be granted according to the new standards.The above two types of used cars should be registered in the name of the applicant before July 25, 2024 (including that day). At the same time, support policies will be introduced to support the replacement and update of personal passenger cars with new energy vehicles.

15% subsidy on sales price for replacement of 8 types of home appliances

The support policy for the replacement of old household appliances with new ones has also been upgraded: Beijing will provide subsidies for the replacement of old household appliances with new ones for individual consumers in Beijing who purchase eight types of household appliances that meet the energy efficiency or water efficiency standards of Level 2, including refrigerators, washing machines, televisions, air conditioners, computers, water heaters, household stoves, and range hoods.The standard for the discount is 15% of the product sales price;Buy products that meet Level 1 energy efficiency or water efficiency standards.The subsidy standard is 20% of the product sales price. Each consumer can subsidize one product of each category, and the subsidy for each product shall not exceed RMB 2,000.

Relevant officials said that compared with the subsidy campaign launched by Beijing in June to encourage the replacement of old green smart consumer products with new ones, the scope of this subsidy has been expanded from only Class 1 energy efficiency (water efficiency) products to support Class 1 and Class 2 energy efficiency (water efficiency), and the subsidy standard has been greatly increased from 10% and no more than RMB 1,000 per item to 15% to 20% and no more than RMB 2,000 per item, giving consumers greater benefits. At present, relevant departments are organizing the construction and debugging of the subsidy distribution system, and the subsidy campaign will be officially launched on the online home appliance sales platform and offline shopping malls in the near future.

In addition, in order to better promote equipment upgrades and the replacement of old consumer goods with new ones, relevant departments are also studying support policies such as the renewal of old trucks and the purchase of elderly-friendly supplies to further expand the areas covered by the policies.
