The "Hellscape" plan is actually derived from the "Replicator" plan proposed by US Deputy Secretary of Defense Hicks in August last year. According to the Pentagon's notification, the "Replicator" plan will spend $1 billion in fiscal years 2024 and 2025 to purchase unmanned submarines, unmanned surface ships and drones of undisclosed models, with a total number of "thousands".

Military expert Du Wenlong believes that the so-called "hellscape" plan is just a "placebo" for the Taiwan authorities and will never become a reality. The United States does not have enough unmanned equipment, and there are not many models to choose from, especially in the field of unmanned fleets. The core issue is network control. Once the network is cut off, drones and unmanned boats will lose their combat functions. Who will they listen to and where will they go are big problems.

Ukrainian frontline personnel and Pentagon officials have said that US-made drones are often expensive, prone to failure, difficult to repair, unable to resist Russian signal interference and GPS blocking technology, and often fail to achieve the advertised flight distance.

Military commentator Wei Dongxu said that the US sold these equipment to Taiwan at high prices for the purpose of making money. For the Taiwan authorities, the second-hand and shabby weapons and equipment they bought may not have any combat effectiveness at all, but they think that they can get military protection from the United States by paying "protection fees". In response to the US military's "Hellscape" plan, Senior Colonel Wu Qian, spokesperson for the Ministry of National Defense, said that those who clamor to turn other people's homes into hell should first prepare to go to hell themselves.
