Fan Jishe: Observing American diplomacy must start with domestic affairs

China News Service, Beijing, August 22 (Reporter Bo Wenwen) Fan Jishe, deputy director and professor of the Institute of International Strategy of the Central Party School of the Communist Party of China (National School of Administration), said in a lecture on the 21st that American diplomacy is a continuation of its domestic affairs, and observing American diplomacy must start with its domestic affairs.

Fan Jishe gave a speech titled "The Domestic Roots of American Diplomacy" that evening. The lecture is one of the series of lectures on "US Election 2024 and the Future of China and the United States", hosted by the Chongyang Institute for Financial Studies of Renmin University of China and organized by the Center for Sino-US Cultural Exchange Research of Renmin University of China.
Fan Jishe believes that there are four fundamental reasons for the transformation of U.S. diplomacy, from transforming the world to putting America first, and from "benefiting the world" to "keeping oneself well", which is a shift in U.S. diplomacy.
First, the cost of strategic mistakes. Fan Jishe said that the United States has paid a huge price for its 20-year anti-terrorism war, which has continuously expanded battlefields and targets, from eliminating terrorist organizations to attempting to transform the country.
The second is the backlash of globalization. Fan Jishe believes that the United States has benefited overall from globalization, capital has won, but the lower classes have lost. Trade has grown, but the distribution has become increasingly unbalanced, and the gap between the rich and the poor in the country has widened.
The third is social division. Fan Jishe said that there are "two Americas" in the United States: the America on the east and west coasts and the America in the central and southern parts of the country, the America of the Republican Party and the America of the Democratic Party, and the America of agriculture and the America of industry and finance. He also pointed out that "political correctness" in the United States has become extreme. "Each group is protecting its own interests, and no one's interests are allowed to be ceded, which will inevitably lead to opposition, confrontation and conflict."
Fourth, political polarization and veto politics (vetocracy). Fan Jishe said that although the United States faces a variety of problems, party differences have prevented the government from taking action.
In Fan Jishe's view, the US's attempt to "treat its internal problems externally" may lead to a more aggressive foreign policy. He stressed the need to find the root cause of US diplomacy from the perspective of domestic affairs. (End)
