Further improve the requirements for the preparation of project energy conservation reports, and include the total carbon emissions of the project, carbon emissions per unit of added value (output value), carbon emission structure, etc. in the energy conservation report.

Third, strengthen the supervision during and after energy-saving review. Strengthen the management of energy-saving review and acceptance before the project is put into production and use. According to the principle of "who approves, who accepts", the energy-saving review and acceptance work shall be the responsibility of the energy-saving review and acceptance agency. Clarify the specific contents of energy-saving review violations such as the project's failure to implement the energy-saving review opinions, and the energy-saving reports and energy-saving review and acceptance reports are seriously inaccurate.
