Changshou District publicly selects 49 civil servants

In order to further enhance the vitality of the civil service team in Changshou District and optimize the structure of the civil service team, in accordance with the relevant provisions of the Civil Service Law and the "Civil Service Public Selection Measures", and in accordance with the relevant requirements of the "Twenty Measures for Building a High-Quality and Professional Civil Service Team in Chongqing", the Organization Department of the Changshou District Committee decided to organize the 2024 public selection of civil servants (including staff of units managed in accordance with the Civil Service Law, the same below). The relevant matters are now announced as follows:
The open selection positions include positions at the first-level director level and below or at equivalent levels, totaling 49. For details, please see the "Chongqing Changshou District 2024 Open Selection of Civil Servants Position List" (Appendix 1, hereinafter referred to as the "Position List").
Registration scope and conditions
1. Civil servants who have registered and are on the payroll in county-level and lower agencies in Chongqing.
2. Staff members who have registered for reference and are on the payroll and on duty in the county-level departments in Chongqing city and their affiliated organs (units) that are managed in accordance with the Civil Servants Law, and the municipal-level organs’ affiliated organs (units) that are managed in accordance with the Civil Servants Law.
3. Units of Chongqing municipal government and central government agencies in Chongqing located in districts and counties (including vertically managed units, dispatched units, etc.) that meet the requirements may also apply.
(II) Applicants must meet the following qualifications
1. Have a firm political stance, strong political qualities, good professional qualities, good conduct, outstanding performance, and be recognized by the masses.
2. Have 2 years or more of grassroots work experience and 2 years or more of work experience as a civil servant or staff member of an institution (unit) managed in accordance with the Civil Service Law.
The above-mentioned grassroots work experience refers to the experience of working in district, county, township (street) party and government organs, administrative villages (urban communities), enterprises, and institutions (excluding institutions at the municipal level and above that are managed in accordance with the Civil Servants Law); the experience of demobilized military cadres working in military regiments and units equivalent to regiments and below, and the experience of retired soldiers serving in the military can be regarded as grassroots work experience.
3. Applicants must meet the minimum service requirements. The grass-roots training period for selected candidates shall be implemented in accordance with relevant regulations.
4. Civil servants have not received a grade of basically competent or below in the annual assessments in the past three years.
5. Possess the working ability, qualifications and relevant work experience required for the open selection position.
6. Aged 35 and below (born in September 1988 or later).
7. Have a bachelor degree or above.
8. Have the physical conditions and psychological qualities to perform their duties normally.
9. Meet other eligibility requirements for the open selection position.
10. Other conditions stipulated by laws and regulations.
The calculation time for years of work experience, minimum service years, time of obtaining academic degrees and professional qualifications, etc. is up to September 2024. The current position and rank shall be based on the position held before registration (before August 26, 2024).
(III) Those who have any of the following circumstances shall not participate in the open selection
1. Those who have been expelled from the Communist Party of China.
2. Those who have been listed as targets of joint punishment for dishonesty in accordance with the law.
3. Those who are suspected of violating disciplines and laws and are currently under investigation by relevant specialized agencies and no conclusion has been reached yet.
4. Those who have been admonished, dealt with by the organization, or have been disciplined by the Party or government, etc., and the period of influence has not yet expired or has expired, which has affected their use.
5. Newly recruited township civil servants who have worked in township agencies for less than 5 years (including the probation period).
6. According to relevant regulations, those who have worked in difficult and remote areas or designated units for less than the minimum service period or have other restrictive provisions on transfer.
7. Still in the probation period or promoted to a leadership position for less than one year.
8. Other circumstances prescribed by laws and regulations.
Applicants shall not apply for selection positions that would constitute the circumstances listed in the first paragraph of Article 74 of the Civil Servants Law upon appointment, nor shall they apply for positions in employing units where persons with whom they are married, in a direct blood relationship, in a collateral blood relationship within three generations, or in a close relative by marriage serve as leadership members.

Special reminder: If the name of the major listed on the applicant's graduation certificate is inconsistent with the name of the major required for the position (including similar majors), but the applicant believes that the major he/she studied meets the requirements of the position, the applicant must provide the Changshou District Party Committee Organization Department with proof of study courses and other materials stamped by the school during the registration period, otherwise the on-site qualification review will not be passed. If the foreign academic degree is inconsistent with the position requirements after being recognized by the Ministry of Education's Overseas Study Service Center, it shall be implemented in accordance with the above regulations.
This public selection of civil servants will be conducted through online registration. The registration period is from 9:00 am on August 26, 2024 to 6:00 pm on August 29, 2024. The specific steps are as follows:
1. Log in to the "Recruitment" column on the homepage of the Changshou District People's Government website of Chongqing City (http://www.cqcs.gov.cn/), click "Changshou District 2024 Public Selection of Civil Servants Registration" to enter the registration system, and fill in the detailed information truthfully in accordance with the prescribed procedures and requirements.
Failure to complete the above registration steps within the specified time will be deemed as giving up the registration qualification. Applicants must promise to apply for the examination in good faith. Before applying, applicants should carefully read this announcement and the "Position List" and carefully choose the position to apply for. The registration information and materials submitted must be complete, true and accurate. Forgery, fraudulent use of relevant documents or provision of false materials will be disqualified once verified and severely dealt with in accordance with relevant regulations.
2. Upload a recent 1-inch barehead, front-facing ID photo (jpg format, less than 20kb).
3. Select and apply for positions according to relevant requirements. Each applicant is limited to applying for one position, and multiple applications will be invalid.
4. Applicants shall upload the latest "Cadre Appointment and Removal Approval Form" in the form of an electronic image through the registration system.
If the application has not been reviewed or has not passed the review, the applicant can modify and upload it before 6:00 pm on August 30, 2024, and wait for re-review. Applicants can log in to the registration website one working day after registration to check whether the application has been approved. After the application is approved, no application information can be modified. If the applicant only fills out the online application and fails to upload the "Cadre Appointment and Removal Approval Form" within the specified time, the Organization Department of the Changshou District Committee will not conduct a qualification review.
During the registration period, applicants whose qualification review results are "unqualified" may apply for other positions; applicants whose qualification review results are "returned for additional information" should supplement the relevant information according to the requirements of the application unit and re-select the original position to register.
The ratio of the number of applicants to the selection quota for each position shall not be less than 3:1. If the ratio is not met, the ratio or quota can be appropriately reduced. If the difference cannot be made, the quota shall be cancelled. For positions that are cancelled because the number of applicants does not meet the ratio for the written examination, they will be adjusted to other positions that meet the application conditions after obtaining their consent.
5. Print the registration information form. Those who have completed the registration should immediately download and print the registration information form (print it on A4 paper, and ensure that the handwriting and photos are clear) and keep it properly for use during the on-site qualification review.
6. Print the admission ticket. Applicants who have passed the online qualification review must log in to the registration system to print their admission tickets (print on A4 paper and ensure that the handwriting and photos are clear) between 9:00 am on September 5, 2024 and 9:30 am on September 7, 2024. Candidates will be responsible for any consequences of not printing the admission ticket within the deadline and affecting their participation in the exam.
The exam consists of a written test and an interview. The focus is on testing the ability to use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to guide problem solving, and no reference books are specified. The written test score and the interview score each account for 50% to determine the comprehensive score of the exam, which is converted into a total score of 100 points.
The written test will be conducted in a closed-book format. The written test will be held on September 7, 2024 (Saturday). Please refer to the admission ticket for the specific time, location and examination precautions. Applicants must bring their ID card and admission ticket to take the written test at the specified time and location.
The written test subject is "Comprehensive Knowledge Test", with a full score of 100 points, focusing on testing candidates' policy theory, current affairs, laws and regulations, and official document writing. After the written test is completed, the Organization Department of Changshou District Committee will study and determine the minimum passing score, and announce the candidates' written test scores in the "Recruitment" column on the homepage of the Chongqing Changshou District People's Government website (http://www.cqcs.gov.cn/) after 10:00 am on September 23, 2024. At that time, candidates can enter the website to check their written test scores.
2. On-site qualification review
The on-site qualification review will be organized and implemented by the Organization Department of the Changshou District Committee in conjunction with the selection agency. The on-site qualification review will be held from September 29 to September 30, 2024, from 9:30 to 12:00 in the morning and from 2:00 to 5:00 in the afternoon, at the Party School of the CPC Chongqing Changshou District Committee (No. 2, Wenyuan West Road, Taohua New Town, Changshou District, Chongqing). Failure to attend the on-site qualification review at the prescribed time and place will be deemed to have waived the selection qualification. The qualification review runs through the entire process of the open selection, from the start of the selection registration to the completion of the selection transfer procedures. If it is found that the applicant does not meet the qualification conditions at any stage, the selection qualification will be cancelled; if the applicant meets the qualification conditions at the time of registration, but during the period from registration to the end of the selection transfer, the applicant is in a probationary period or has been promoted to a leadership position for less than 1 year due to changes in position and rank, and does not meet the selection qualification conditions, the selection procedure will be terminated and he will no longer be selected as a candidate.
According to the interview ratio, among the candidates who have passed the written test for the same position, the candidates for on-site qualification review will be determined in order of written test scores from high to low. If the scores of the last candidates are tied, all the tied candidates will enter the on-site qualification review. During the on-site qualification review, if there are vacancies due to abandonment or failure in the review, they will be filled in accordance with the above regulations. If the last candidates have the same written test scores, they will all enter the on-site qualification review.
Personnel entering the on-site qualification review are required to provide the following information:
1. Original and copy of your ID card, admission ticket, and online registration information form;
2. A completed "Chongqing Changshou District 2024 Public Servants Open Selection Application Recommendation Form" (Appendix 3) with the official seal of the unit or the organization (personnel) department where the applicant is employed;
3. One original and one copy of your academic degree certificate;
4. One copy of the "Cadre Appointment and Removal Approval Form" (stamped with a photocopy of the official seal) for cadre personnel file review; one copy of the civil servant recruitment or registration materials (stamped with a photocopy of the official seal); one copy of the appointment and removal document of the current position and rank or the "Cadre Appointment and Removal Approval Form" (stamped with a photocopy of the official seal);
5. Documents proving the annual assessment grades in the past three years;
6. Documents proving other conditions required for the position.
Those who pass the qualification review will be issued the "Chongqing Changshou District 2024 Public Selection of Civil Servants Interview Notice" (hereinafter referred to as the "Interview Notice"), specifying the interview time and place.
The interview will be organized and implemented by the Organization Department of Changshou District Committee. The specific time and location of the interview shall be subject to the Interview Notice. Those who enter the interview stage must bring their ID card, written test admission ticket, and Interview Notice to attend the interview at the designated location at the specified time. Those who fail to report or attend the interview at the specified time and location will be deemed to have waived their selection qualifications.
The maximum score for the interview is 100 points, and the minimum passing score is 60 points. Those who score below 60 points cannot enter the next procedure. For positions that do not meet the specified interview ratio, the ratio or quota can be appropriately reduced. If the difference cannot be formed, the quota will be cancelled. For positions where the ratio of the number of interviewees to the selection quota is less than 2:1 (excluding 2:1), the interview score must reach 70 points or above to enter the next stage.
The interview results will be announced on the spot, and the comprehensive examination results will be announced within 1 working day after the interview.
Inspection and physical examination
The inspection and physical examination will be organized and implemented by the Organization Department of the Changshou District Committee in conjunction with the selection agency, and the specific time and place will be notified separately. The Organization Department of the Changshou District Committee will determine the inspection objects from the candidates who have passed the interview, according to the order of the comprehensive test scores from high to low, in accordance with the prescribed ratio. If the comprehensive test scores are tied, they will be determined as inspection objects in a tie. The physical examination objects will be determined in equal numbers according to the inspection results at a 1:1 ratio. If there are vacancies in the inspection and physical examination stages, they can be filled in order from the qualified candidates in the previous stage in the order of the comprehensive test scores from high to low. If the number of people entering the inspection stage does not reach the prescribed ratio, the ratio or the quota can be appropriately reduced. If the difference cannot be formed, the quota will be cancelled. Failure to participate in the inspection and physical examination at the prescribed time and place shall be deemed to have waived the selection qualification.
The assessment will be conducted on a quota basis. Please refer to the Position Table for details of the assessment ratio.
The selection agency shall send two or more formal staff members to form an inspection team to conduct a comprehensive inspection of the morality, ability, diligence, performance, and integrity of the inspection object, as well as the political and professional qualities and suitability of the position, highlight the political standards, and deeply understand the inspection of political loyalty, political determination, political responsibility, political ability, political self-discipline, etc., and conduct in-depth inspections of moral conduct, strengthen professional quality inspections, focus on inspecting work performance, and strengthen inspections of work style and integrity. During the inspection, individual talks, field visits, and interviews with the inspection object shall be adopted to listen to the opinions of relevant leaders, colleagues, and disciplinary inspection and supervision agencies of the inspection object's unit. Special investigations and extended inspections may also be conducted as needed. The inspection team will also review the cadre (personnel) files, verify the registration form of civil servants or managers referred to the Civil Service Law, and other situations that need to be verified or inquired (such as "three ages, two histories, and one identity", violations of discipline and regulations, social credit records, etc.).
It will be organized and implemented in accordance with the provisions of the "Notice on Determining the Designated Physical Examination Institutions for Civil Servant Recruitment" and the "Notice on Further Improving the Physical Examination Work for Civil Servant Examination and Recruitment".
The physical examination standards shall be implemented in accordance with the provisions of the "Notice on the Revision of the General Standards for Physical Examination for Civil Servant Recruitment (Trial)" and the "Civil Servant Recruitment Physical Examination Operation Manual (Trial)" and other regulations.
Publicity and handling of relevant procedures
The selection authority shall collectively discuss and select the candidates based on the inspection, physical examination and job requirements, in accordance with the cadre management authority and the principle of matching people to positions, and report to the Organization Department of Changshou District Committee for review and filing, and then publish them in the "Recruitment" column on the homepage of the Chongqing Changshou District People's Government website (http://www.cqcs.gov.cn/) for public announcement for 5 working days. In principle, no replacement will be made if there are vacancies after the announcement.
(II) Handling relevant formalities
After the public announcement period expires, if there are no problems or the reported problems do not affect the appointment, the transfer and appointment procedures will be carried out in accordance with relevant regulations; if there are serious problems reported and there is evidence to support them, the selection qualification will be revoked.
If the applicant voluntarily gives up the selection qualification, he/she must submit the request within 3 working days after the end of the inspection.
