On the morning of August 20, the Provincial Intellectual Property Protection and Development Conference was held in Jinan. The conference thoroughly studied and implemented the spirit of the Third Plenary Session of the 20th CPC Central Committee, implemented General Secretary Xi Jinping's important expositions on intellectual property work and the spirit of his important speech during his inspection of Shandong, deepened the cooperation and co-construction between the State Intellectual Property Office and our province, launched the creation of a national intellectual property protection demonstration zone, and deepened the construction of a strong intellectual property province, providing solid support for striving to write a chapter of Chinese-style modernization in Shandong.
Provincial Party Secretary Lin Wu and Director of the State Intellectual Property Office Shen Changyu attended the meeting and delivered speeches. Provincial Party Deputy Secretary and Governor Zhou Naixiang presided over the meeting.
Lin Wu pointed out in his speech that intellectual property is a strategic resource for national development and a core element of international competitiveness. In recent years, Shandong has conscientiously implemented the important instructions and requirements of General Secretary Xi Jinping, placed intellectual property work in an important position, focused on improving the policy and system system, focused on strengthening the protection of the entire chain, focused on strengthening the rule of law, focused on promoting reform and innovation, and promoted the construction of a strong province in intellectual property rights. The Third Plenary Session of the 20th CPC Central Committee made new arrangements for intellectual property reform. We must stand at the height of politics and the overall situation, fully realize the great significance of doing a good job in intellectual property work, earnestly enhance the sense of responsibility and mission, do a good job in all aspects of work, and firmly support the "two establishments" and resolutely achieve the "two safeguards" with practical actions.
Lin Wu emphasized that we must continue to work hard to comprehensively improve the quality of intellectual property creation, optimize patent layout, cultivate and strengthen creative entities, improve institutional mechanisms, and promote the quantitative and qualitative improvement of intellectual property creation. We must continue to work hard to comprehensively improve the effectiveness of intellectual property protection, strengthen judicial protection, administrative protection, coordinated protection, foreign-related protection, etc., and use a variety of means to weave a tight and solid intellectual property chain. We must continue to work hard to comprehensively improve the efficiency of intellectual property use, focus on serving the cultivation of new quality productivity, improve the efficiency of market operation transformation, strengthen financial innovation support and guarantee, and empower high-quality development with intellectual property. We must continue to work hard to comprehensively improve the level of intellectual property management services, focus on promoting facilitation reforms, focus on improving the public service system, focus on cultivating and creating first-class brands, and better assist intellectual property creation and development. Intellectual property protection and development is a systematic project. We must strengthen organizational guarantees, deepen reforms and innovations, strengthen publicity and guidance, gather a strong force for the construction of a strong intellectual property province, and jointly promote the high-quality development of the intellectual property cause.
Shen Changyu fully affirmed the achievements made by Shandong Province in intellectual property work in recent years. He said that the National Intellectual Property Administration will work with Shandong to thoroughly study and implement General Secretary Xi Jinping's important instructions on intellectual property work and Shandong work, fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council, coordinate the implementation of the Outline for Building a Powerful Intellectual Property Country and the "14th Five-Year Plan", work together to build a strong intellectual property province, and provide strong support for Shandong to "take the lead and take the lead". We must focus on better stimulating innovation, promoting high-quality creation and efficient use of intellectual property, implement in-depth special actions for patent transformation and utilization, strengthen key core technology research, vigorously implement the trademark brand value enhancement plan and the geographical indication application promotion project, and help Shandong further enhance the innovation capacity of economic and social development; focus on better promoting high-level opening up, strengthen full-chain intellectual property protection, implement in-depth intellectual property protection system construction projects, build national intellectual property protection demonstration zones with high standards, adhere to the principle of equal treatment and equal protection of intellectual property rights of domestic and foreign-funded enterprises, create a market-oriented, law-based, and internationalized first-class business environment, and help Shandong further serve and integrate into the new development pattern; focus on better promoting the construction of a high-standard market system, and do a good job in various reforms in the field of intellectual property rights, support Shandong in undertaking more pioneering tasks, deepen the reform of comprehensive intellectual property management, explore and implement a number of leading intellectual property reform measures, and help Shandong further promote high-quality development and contribute more intellectual property power to the efforts to write a chapter of Chinese-style modernization in Shandong.
Vice Governor Wang Guiying introduced the work of the Bureau and the province in jointly building a strong province in intellectual property rights. The launching ceremony of the construction of the Jinan National Intellectual Property Protection Demonstration Zone was held at the meeting. Lu Pengqi, Deputy Director of the State Intellectual Property Office, read out the approval notice of the demonstration zone, and Yu Haitian, Mayor of Jinan, made a statement. Responsible persons from Haier Group, Shandong Property Rights Exchange Group, Shandong University, Provincial Public Security Department, and Provincial Court made speeches.
The meeting was held in video format. The main responsible persons of relevant provincial departments (units), provincial-managed enterprises, universities and scientific research institutions stationed in Jinan, and the main responsible persons of relevant central news media stationed in Shandong and provincial news media attended the meeting at the main venue. Sub-venues were set up in each city.
