Standing at the new starting point of the ten-year implementation of the major national strategy of coordinated development of Beijing, Tianjin and Hebei, taking the construction of a first-class business environment as the driving force to promote the innovation of the system and mechanism of coordinated development is a key measure to push the coordinated development of Beijing, Tianjin and Hebei to a new level.

On the 19th, the National Development and Reform Commission issued the "Three-Year Action Plan for Building a First-Class Business Environment in the Beijing-Tianjin-Hebei Region" (hereinafter referred to as the "Action Plan"), which aims to solve outstanding problems in regional coordinated development, focus on the goal of building a first-class business environment, and clearly define six key tasks including "market environment, rule of law, open trade, government services, public services, and construction of a business environment in Xiongan New Area."

Wu Xiaoyan, director of the Business Environment Development Promotion Center of the National Development and Reform Commission, said that the Action Plan is the "task book" and "construction drawing" for Beijing-Tianjin-Hebei to accelerate the construction of a first-class business environment. Accelerating the implementation of the Action Plan can provide important guidance for the transformation of Beijing-Tianjin-Hebei from coordination in key areas to coordination in rules, and inject new impetus into the business environment for the coordinated development of Beijing-Tianjin-Hebei.

Clarify three-year development goals

2024 marks the 10th anniversary of the coordinated development of Beijing, Tianjin and Hebei becoming a national strategy. Over the past decade, the total economic output of the three regions has crossed 5 trillion yuan to 10.4 trillion yuan, 1.9 times that of 2013, and the modern capital metropolitan area has continued to upgrade.

Guo Lanfeng, a member of the Party Leadership Group of the National Development and Reform Commission, said recently that the coordinated development of Beijing, Tianjin and Hebei has entered a stage of all-round, high-quality and in-depth advancement. In the next stage, we will innovate the system and mechanism of coordinated development, promote the transformation of coordination in key areas to coordination in rules, deepen market integration reform, and accelerate the removal of obstacles that restrict the free flow and optimal allocation of production factors.
