On August 20, the reporter learned from the Guangdong Branch of the General Administration of Customs that in the first seven months of this year, the total import and export value of the Guangdong Pilot Free Trade Zone was 409.56 billion yuan, a year-on-year increase of 24.1%, and the proportion of foreign trade imports and exports in the province has steadily increased to 7.9%. Among them, the import and export of mechanical and electrical products was 263.51 billion yuan, accounting for more than 60%. Imports and exports to the ASEAN region were 80.97 billion yuan, accounting for nearly 20%.
In June 2023, the State Council issued the "Several Measures on Piloting the Docking of International High Standards to Promote Institutional Opening-up in Qualified Free Trade Pilot Zones and Free Trade Ports" (State Council Document No. 9), and took the lead in launching pilot projects in five free trade pilot zones in Shanghai, Guangdong, Tianjin, Fujian, and Beijing, and the Hainan Free Trade Port. In the past year since its implementation, the customs in Guangdong Province have actively implemented and piloted the docking of international high-standard economic and trade rules, building a system and regulatory model that is connected with high-level institutional opening-up, and helping to further enhance the customs clearance convenience in the Guangdong Free Trade Pilot Zone.

Faster and more transparent customs clearance times
Nansha Port is the largest single port in South China, with a large number of container vehicles entering and leaving the area every day. At the checkpoint work site of the dock, the whole process of passing through the checkpoint, from taking photos at the checkpoint to lifting the barrier to release, takes no more than 10 seconds. According to the Guangdong Branch of the General Administration of Customs, the customs clearance time is more standardized and transparent, which will help improve the predictability of the import link of the business entity and create a better environment for promoting trade development. Customs promotes the innovative development of goods trade and further improves the transparency of customs clearance time. In terms of sea freight, guide enterprises to make good use of policy dividends such as "advance declaration", "two-step declaration" and "two-stage access", and release goods that have arrived and submitted all the information required for customs clearance within 48 hours as much as possible.
For air cargo, the customs has implemented a "non-intrusive" machine inspection and verification mode at Guangzhou Baiyun International Airport and Shenzhen Bao'an International Airport, and air express cargo will normally be released within 6 hours of arrival.
Lower customs clearance costs
The reduction of customs clearance costs will help improve the efficiency of customs clearance and the level of intelligent supervision of goods, and continuously optimize the customs clearance environment at ports, which is a powerful driving force for promoting better development of enterprises. Customs is based on its responsibilities and accurately meets the demands of enterprises. In terms of enjoying preferential policies on origin, minor errors in certificates of origin are allowed. When confirming the origin of goods, minor errors such as printing errors, typing errors, omissions of non-critical information, or slight differences between documents will not affect the company's enjoyment of preferential tariff treatment. Enterprises do not have to repeatedly revise and submit application materials, which is conducive to reducing the company's capital, manpower and time costs. Taking the Qianhai Shekou Free Trade Zone as an example, in the one year since the implementation of Document No. 9 of the State Council, the zone has enjoyed a total of 39.576 billion yuan of goods enjoying preferential tariff treatment (including goods without minor errors).
At the same time, the customs launched intelligent review of certificates of origin, promoted the construction of the Shenzhen RCEP Service Center, built and upgraded the "intelligent review" platform for certificates of origin, realized "instant signing" of certificates of origin, and the proportion of intelligent review of certificates of origin reached more than 70%.

Preferential policies and convenience

At the same time, the customs supports the rapid customs clearance of coal imports throughout the process, and improves the customs clearance efficiency of thermal coal inspection and release by 40%.
