In July this year, with the approval of the provincial government, the Provincial Medical Insurance Bureau, together with relevant departments, issued the "Several Measures on Promoting the Expansion and Quality Improvement of Long-term Care Insurance to Boost the Development of the Silver Economy", which made comprehensive and systematic arrangements to give full play to the leverage of long-term care insurance fund allocation and service purchase, and strengthen support measures to boost the development of the silver economy. This measure has undoubtedly injected new impetus into the development of the silver economy in Shandong Province and even the whole country, and demonstrated the government's firm determination to actively respond to the challenges of aging and improve the social security system.
Solve the problem of aging and build a comprehensive security system
Faced with the huge elderly population base in Shandong Province - by the end of 2023, the number of elderly people over 60 years old in Shandong Province has reached 23.91 million, accounting for 23.62%, making it one of the provinces with the largest total elderly population and the fastest aging process. The establishment of a long-term care insurance system is particularly urgent. As an important part of the social security system, long-term care insurance aims to protect the daily life care and closely related medical care service costs of long-term disabled people, effectively alleviating the social problem of "one person's disability, the whole family is unbalanced".

The "Several Measures" have made positive efforts to expand the scope of protection. On the one hand, by advancing the reform pilot in succession, Shandong Province has achieved extensive coverage of long-term care insurance throughout the province, with more than 51.73 million insured people, ensuring that more elderly people can enjoy the benefits of this system. On the other hand, the policy has also expanded the scope of beneficiaries, including moderately disabled people and people with severe dementia, further enhancing the sense of gain and happiness of the insured people. At the same time, through measures such as increasing the reimbursement ratio and establishing a reimbursement system in different places, Shandong Province has achieved full coverage of long-term care insurance services, ensuring that disabled people can enjoy the due protection no matter where they are. Up to now, the number of long-term care insurance participants in the province has exceeded 51.73 million, with an average reimbursement ratio of about 80%. A total of 400,000 people have enjoyed long-term care insurance benefits, and fund expenditures have reached 10.9 billion yuan, effectively reducing the economic and administrative burdens on the families of disabled people.
Stimulate the potential of the silver economy and cultivate new business formats
The implementation of long-term care insurance has not only solved the care problem of the elderly, but also stimulated the development of the silver economy. By optimizing and improving nursing service projects, cultivating and expanding the team of professional nursing service personnel, and stimulating employment in the silver economy, Shandong Province has effectively promoted the development of related industries such as the leasing of rehabilitation assistive devices and the research and development and production of elderly products. In particular, the inclusion of high-tech products such as rehabilitation robots and wearable devices in the payment scope of long-term care insurance has not only improved the quality of care services for disabled people, but also driven technological innovation and industrial upgrading in related industries. On the other hand, by guiding enterprises to develop aging-friendly Internet application software such as shopping, travel, logistics, and housekeeping, multi-level and diversified health and elderly care products and services are provided for the elderly, meeting their growing life needs. This series of measures not only enriched the connotation of the silver economy, but also injected new vitality into its development.
