In July 2024, the Liaoning Provincial Commission for Discipline Inspection and Supervision reported six typical cases of prominent problems in the management of rural collective "three assets". Among them, it was revealed that Cao Jun, the former party branch secretary of Kongxingtai Community, Shoushan Town, Liaoyang County, used his position to embezzle 87.3 million yuan of collective funds and misappropriated 82.8 million yuan of collective funds.

It is worth noting that Liaoyang County, with a population of about 370,000, had fiscal revenue of less than 1 billion yuan (998 million yuan) last year.

Shoushan Town is located in the central part of Liaoyang County and is the seat of the county government. Its main mineral resources are lead ore and iron ore. Recently, China Newsweek learned during an interview in the town that the "Kongxingtai Community" mentioned in the notice is actually the "Kongxing Community". The community was originally Kongxingtai Village, which was merged with two other villages (Majiazhuang and Weijiagou) to form Majia New Village around 2003.

In 2012, the Liaoyang County Government expropriated the Kongxingtai Group in Majiaxin Village because a national key project of Anshan Iron and Steel occupied the land of the Kongxingtai Group. Many villagers said that when the Kongxingtai Group was relocated, the village had a population of only about 800 people. After the village was expropriated, the local government established the Kongxing Community in the county seat. Cao Jun served as the Party Branch Secretary and Community Director of the Kongxing Community and stepped down in 2019.
