"Zhongzhan District is a national advanced zone for scientific and technological progress, and is also a pilot zone for comprehensive evaluation of high-quality development of the province's manufacturing industry. Jiaozuo City recommended four key R&D projects for Henan Province, three of which were from Zhongzhan District. Why did a district win such a heavyweight honor? The answer is that the reason why Zhongzhan District has become an important industrial town in Jiaozuo City and has 5 of the city’s 7 listed companies is that it has the support of hard-core scientific and technological innovation capabilities.
The "Decision" of the Third Plenary Session of the 20th CPC Central Committee pointed out that it is necessary to strengthen the leading role of enterprises in scientific and technological innovation, establish a mechanism to cultivate and expand leading scientific and technological enterprises, strengthen the deep integration of production, education and research led by enterprises, establish a corporate R&D reserve system, and support enterprises to take the initiative to lead or participate in national scientific and technological research tasks.
The industrial chain determines the development potential of a region, and leading enterprises are a key link in the industrial chain. To strengthen cutting-edge leading technological innovation, we need to have a good "soil" for development.
Zhongzhan District has introduced innovative measures in accordance with local conditions, improved and perfected policies, optimized the four major systems of subject cultivation, innovation platform, and talent introduction and cultivation for results transformation, and promoted the gathering of various advanced production factors to leading enterprises.
The construction of innovation platforms is aimed at the high level. We communicated and coordinated with relevant departments and units, supported the two companies, Duofuduo and Longbai Group, and took the lead in establishing the Provincial Fluorine-based New Materials Industry Research Institute and the Provincial Titanium-based New Materials Industry Research Institute. We established two nationally recognized laboratories, one national enterprise technology center, and one provincial academician workstation.
The achievement transformation system has been put into practice. The scientific and technological cooperation between the institute (university) and the local government has been carried out on a regular basis. In the past three years, more than 20 enterprises such as Longbai Group and Duofuduo have signed more than 30 industry-university-research agreements with Tsinghua University, Central South University, Zhengzhou University and other institutions, undertaken major provincial scientific research projects, and used high-tech to transform and upgrade traditional industries.
Talent attraction and cultivation are prioritized. We applied for and reserved various scientific and technological planning projects, successfully applied for 16 Jiaozuo City innovation and entrepreneurship leading talents (teams), 4 "Central Plains Talents", and 32 people were selected into the Jiaozuo City Science and Technology Talent Database.
Longbai Group, Do-Fluoride New Materials Co., Ltd., Fengshen Tire Co., Ltd., Jiaozuo Hexing Chemical Co., Ltd.... These leading companies have demonstrated their prowess in technological innovation.
Longbai Group insists on high output of scientific and technological achievements with high investment, and the annual R&D expenditure is not less than 4% of sales revenue. Relying on four major innovation platforms, including the National Enterprise Technology Center, the National Technology Innovation Demonstration Enterprise, the National CNAS Accredited Laboratory, and the Provincial Academician Workstation, it has successfully broken through the "three major bottleneck technologies": large-scale boiling chlorination technology has broken through the foreign monopoly, Panxi titanium ore upgrading and conversion of chlorination raw materials technology has broken through, and aviation rotor-grade sponge titanium preparation technology has achieved first-time innovation in the three major technologies of sulfur-chlorine coupling, sulfur-iron-titanium co-production method, and titanium + lithium coupling, and the production capacity of titanium dioxide and sponge titanium are both the world's first.
Do-Fluoride's technological innovation is also remarkable. Focusing on the research and industrialization of four elements, fluorine, lithium, silicon and boron, through "fluorine and phosphorus hand in hand", "fluorine and lithium combination", "fluorine and silicon synergy" and "fluorine and boron mutual assistance", it has undertaken more than 20 national high-tech projects to solve the "bottleneck" problem. The preparation technology of lithium hexafluorophosphate, a key material for lithium battery electrolyte, won the second prize of the National Science and Technology Progress Award, breaking the foreign technology monopoly. For many years, the production and sales volume of lithium hexafluorophosphate has ranked first in the world. Relying on electronic-grade hydrofluoric acid, electronic-grade silane, and boron isotope technology, it continues to expand new horizons in the fields of semiconductors and medical care.
At the end of last year, Longbai Group and Dofluoro both won the first prize for scientific and technological progress from the China Petrochemical Federation, further consolidating their respective technological advantages in the comprehensive utilization of high-end titanium dioxide and fluorine silicon resources.
Relevant person in charge of Zhongzhan District said that they will focus on the leading industries, keep a close eye on the scientific and technological progress of leading enterprises such as Longbai Group and Dofluoro, strive to undertake major national and provincial scientific and technological projects, solve technical problems, promote industrial transformation and upgrading, and create new development momentum and new advantages.
