Qingjiang River, formerly known as "Yishui" and also known as "Salt Water", originates from Longdonggou in Houba, Wangying, where water from Dayu Spring converges, and Lanjingba, Guanyin River, Jichangba, Jiudu River and other rivers merge in sequence. It is the second tributary of the middle reaches of the Yangtze River in Hubei after Hanshui River, and its ecological and environmental value is particularly outstanding.
In recent years, Lichuan City has adhered to the concept of "Green water and green mountains are gold and silver mountains", based on the "Yangtze River Protection Law", taken the initiative to take responsibility, implement the strategic requirements of ecological priority, green development, and joint protection and no large-scale development, and use the power of the rule of law to protect the clear water of the Qingjiang River and the green mountains on both sides.

In addition to strengthening publicity, Lichuan City has further improved its working mechanism, strengthened planning guidance, closely linked economic development with the systematic protection, overall protection and coordinated protection of the ecological environment, and promoted the organic integration of the protection of the Yangtze River and high-quality economic and social development.
Up to now, the city has set up 460 river chiefs at the city, township and village levels and equipped 501 cleaners; completed the construction of ecological flow discharge facilities at 28 hydropower stations in the city, and built supporting ecological flow monitoring equipment; completed the inspection of the 29 existing small hydropower stations in the city, and included 26 in the rectification category and 3 in the withdrawal category; completed the cleanup and rectification of 761 fixed pollution sources in the city, and verified the pollutant emission standards and total emissions of each enterprise.
At the same time, Lichuan City has also completed the second phase of the urban sewage treatment plant and its supporting pipeline network. The urban sewage treatment capacity has been increased from 20,000 tons/day to 70,000 tons/day, and the effluent water quality has been improved from Class B to Class A, greatly improving the water quality of the urban section of Qingjiang River. The construction of sewage treatment plants in towns and villages in the Qingjiang River Basin has been completed. A total of three sewage treatment plants have been built in towns and villages along the Qingjiang River, with a daily treatment capacity of 3,800 tons. The effluent quality of all sewage plants meets the Class A standard of the "Pollutant Emission Standards for Urban Sewage Treatment Plants", and full coverage of sewage treatment in towns and villages along the Qingjiang River Basin has been achieved.
By strengthening rural pollution prevention and control, vigorously carrying out comprehensive rural environmental improvement and promoting agricultural non-point source pollution prevention and control, the city's rural garbage management work has basically achieved the "five-have" standard (that is, complete facilities and equipment, mature management technology, a stable cleaning team, a sound supervision system, and long-term financial guarantee), and has built an urban-rural integrated system for urban and rural domestic garbage from household classification, group cleaning, village collection, town transfer, and city (township) treatment; the city's large-scale farms' manure treatment facility equipment matching rate reached 100%, the comprehensive utilization rate of livestock and poultry manure reached 95.86%, the city's large-scale farms' manure treatment facility equipment matching rate was 100%, the city's use of pesticides and fertilizers has decreased year by year, and the use of pesticides has decreased year by year, with a decrease of 0.37%.
"Since January 1, 2021, a 10-year fishing ban has been implemented in the Qingjiang River Basin. According to statistics, over the past three years, a total of 832 law enforcement vehicles, 285 law enforcement boats, and 3,745 law enforcement personnel have been dispatched, 12,423 kilometers of river patrols have been conducted on land, and 3,540 kilometers of river patrols have been conducted on water. In addition, Lichuan City has established a cross-regional judicial cooperation mechanism and a cross-departmental multi-governance mechanism for comprehensive basin management, cracking down on crimes that damage the ecological environment and protecting the mother river Yangtze with the power of the rule of law. In 2022, the Lichuan Municipal People's Court and the Enshi Prefecture Intermediate People's Court jointly established the "Qingjiangyuan Ecological Environment Judicial Protection Practice Base" at the Qingjiangyuan landmark, and established the "Qingjiangyuan Ecological Environment Protection Court" in the Wangying People's Court. The court was successively rated as the "Advanced People's Court" and "Model People's Court" in the province by the Provincial High Court, and was rated as the "Top Ten People's Courts" in the prefecture by the Prefecture Intermediate Court. In the past five years, the Lichuan Municipal Court has correctly tried environmental and resource criminal cases, sentenced a total of 105 cases, and sentenced 126 criminals.
Since March 2021, the Lichuan People's Procuratorate has filed 142 public interest litigation cases in the field of ecological environment and resources. Through case handling, it has urged the reclamation of 126 acres of illegally changed and occupied cultivated land, repaired 3 acres of polluted soil, and recovered 94.68 acres of collective ecological public welfare forests at all levels; cleaned up 11.4 kilometers of polluted and illegally occupied river channels, and cleaned up 49.2 acres of polluted water areas; urged the closure and rectification of four farms that caused environmental pollution; urged the removal and treatment of 10.8 tons of illegally stacked various types of domestic garbage, urged the recycling and cleaning of 6.9 tons of production solid waste, and urged the recycling and cleaning of 2.3 tons of hazardous waste.
