Recently, the Qiubei County Public Security Bureau investigated and dealt with a case in which a civil unmanned aerial vehicle carried out flight activities without real-name registration. The offender was given administrative punishment in accordance with the law. This is the first case of "illegal flying" of drones investigated and dealt with by the Qiubei police.
In handling a case in which two tourists were injured, the police officers of the Puzhehei Police Station of the Public Security Bureau of Qiubei County found that the cause was a drone operated by the offender Deng (who carried out flight activities without real-name registration). The Public Security Management Brigade of the Public Security Bureau of Qiubei County immediately launched an investigation after receiving the report. According to the investigation, in June this year, the offender Deng bought a small civilian drone on a shopping platform without real-name registration. On July 20, he operated the drone to take pictures in the Puzhehei Scenic Area, and the drone lost control and fell, causing different degrees of injuries to two tourists. It has been verified that during this period, Deng had operated unregistered drones in the scenic area more than 120 times. His behavior disregarded public safety and posed a major safety hazard. Deng's behavior has violated the relevant provisions of the "Interim Regulations on the Flight Management of Unmanned Aerial Vehicles" and the circumstances are serious. Qiubei police gave Deng an administrative penalty of ordering him to correct his behavior and a fine of 2,500 yuan in accordance with the law.

When using drones, you must comply with relevant regulations, consciously register your real name and report your flight on the Civil Aviation Administration's civil unmanned aerial vehicle integrated management platform, do not fly in no-fly zones, and do not infringe on the privacy and safety of others.
After citizens who own drones register their drones in the real-name registration system of the Civil Aviation Administration, they should report the relevant registration information to the Public Security Bureau's Public Security Brigade for filing. The process is as follows: the holder brings the drone (including product type, model, serial number, product identification code, flight control serial number), the original ID card (unit holders need to register legal person related information, unified social credit code/organization code), and the purchase certificate to the local public security agency for registration and filing. The registration and filing information of all relevant units and individuals must be true and accurate. If false information is provided, the corresponding legal responsibility will be borne.

On June 28, 2023, the State Council and the Central Military Commission officially issued the "Interim Regulations on the Flight Management of Unmanned Aerial Vehicles" (hereinafter referred to as the "Regulations"). This is my country's first administrative regulation on unmanned aerial vehicles and was officially implemented on January 1 this year.
Article 47 of the Regulations stipulates that if a civil unmanned aerial vehicle conducts flight activities without real-name registration in violation of the provisions of these Regulations, the public security organ shall order the person to correct the violation and may impose a fine of no more than RMB 200; if the circumstances are serious, a fine of no less than RMB 2,000 yuan but no more than RMB 20,000 yuan may be imposed.
Article 50 of the Regulations provides that if a person without civil capacity or a person with limited civil capacity operates a civil unmanned aerial vehicle in violation of the provisions of these Regulations, the public security organ shall impose a fine of not less than RMB 500 and not more than RMB 5,000 on his or her guardian; if the circumstances are serious, the unmanned aerial vehicle that carried out the illegal flight shall be confiscated.
Article 51 of the Regulations stipulates that if anyone violates the provisions of these Regulations and operates a micro, light or small civil unmanned aerial vehicle in a controlled airspace without approval, or operates a model aircraft outside the airspace designated by the air traffic management agency, the public security organ shall order the person to stop flying and may impose a fine of no more than RMB 500. If the circumstances are serious, the unmanned aerial vehicle used in the illegal flight shall be confiscated and a fine of no less than RMB 1,000 and no more than RMB 10,000 shall be imposed.
