After that, he also served as the political commissar of the Xinjiang Production and Construction Corps.

According to his public resume, He Zhongyou is a male of the Han nationality, born in November 1965, a postgraduate student, a master of science, and a member of the Communist Party of China.

He served in Guangdong for a long time in his early years, and had served as: Deputy Director of Guangdong Provincial Highway Administration, Director, General Manager, and Deputy Secretary of the Party Committee of Guangdong Provincial Transportation Group Co., Ltd., Director and Secretary of the Party Committee of Guangdong Provincial Department of Transportation.

In 2011, He Zhongyou was transferred to the position of Secretary of the Heyuan Municipal Party Committee, and five years later he became the Vice Governor of Guangdong Province.
