On August 16, the "China Southern Power Grid Company New Power System Construction Evaluation Standard" (hereinafter referred to as the "Standard") was officially released. Professor Xia Qing of Tsinghua University said: "This is the first national standard on the construction of a new power system that I have seen. It provides an effective starting point for the construction, evaluation and management of the new power system of the Southern Power Grid."
The Standard designs five first-level indicators around the five major characteristics of the new power system: "clean and low-carbon, safe and sufficient, economical and efficient, coordinated supply and demand, and flexible and intelligent", and expands and refines several second-level indicators. It adopts a comprehensive evaluation and analysis method to achieve quantitative scoring of various indicators, and conducts evaluation from two dimensions: construction effectiveness and construction progress. The evaluation indicators are divided into core indicators and innovative indicators. Among them, core indicators such as the proportion of non-fossil energy power generation and the adequacy of power security are the most fundamental elements that reflect the basic characteristics of the new power system. Innovative indicators such as the level of new energy participation in dispatching and the ability of power electronics to build a network reflect the technical innovation direction of the evaluation of the construction of the new power system.
What significance will the formulation of the "Standard" have for the new power system? Wang Chengshan, an academician of the Chinese Academy of Engineering, said that the "Standard" has refined more than 20 indicators from five major aspects, which is equivalent to using a ruler to measure the construction results. It can better understand the construction level of the new power system, calibrate the future development direction, and clarify development issues, which is of great significance. Huang Shaozhong, director of the Dual Carbon Industry Cooperation Branch of the China Energy Research Society and former director of the Northwest Regulatory Bureau of the National Energy Administration, said that by formulating the "Standard", the Southern Power Grid Company has raised the construction practice of the new power system to the standard level, achieved a qualitative leap, and made subsequent construction have rules to follow, avoiding confusion in concepts and implementation, and better promoting the development of the new power system.
Regarding the future development of the new power system, Huang Shaozhong suggested that both addition and subtraction should be done well. "On the power supply side, addition is to vigorously develop new energy sources such as photovoltaics and wind power, and subtraction is to promote the orderly reduction of coal-fired power. On the power grid side, the large power grid should build a dispatching system that is compatible with productivity and more intelligent and flexible. In terms of systems and mechanisms, further deepening should be done to promote the emergence of subversive and breakthrough technologies to serve the construction of new power systems." Huang Shaozhong said.
