The Opinions on Promoting High-Quality Development of Service Consumption (hereinafter referred to as the Opinions) issued by the State Council recently pointed out that it is necessary to accelerate the cultivation and expansion of new consumption from three aspects: digital consumption, green consumption, and healthy consumption. The main contents include accelerating the construction of new consumption scenarios such as smart business districts, smart blocks, and smart stores, developing new models such as "Internet +" medical services and digital education, accelerating the layout of new formats such as unmanned retail stores, self-collection cabinets, and cloud cabinets, and supporting the development of e-sports, social e-commerce, and live broadcast e-commerce. Establish and improve green and low-carbon service standards, certification, and labeling systems, and promote the application of advanced green and low-carbon technologies. Encourage the development of commercial health insurance products that meet diversified and personalized health protection needs.
Guo Liyan, deputy director of the Institute of Economics at the Chinese Academy of Macroeconomic Research, said: "The Opinions propose targeted measures from the aspects of new scenarios, new models and new formats, which will help stimulate the vitality and momentum of new consumption and promote the high-level unification of the commodity and service markets, so as to meet the new expectations of residents for healthier, safer, smarter and greener commodities and services with a higher level of new supply."
Li Mingtao, chief e-commerce expert at the China International Electronic Commerce Center, also believes that policies focus on guiding further improvement and innovation on the supply side so that ordinary people can more easily access new types of consumption.
Li Mingtao introduced: "For example, the Opinions mentioned information consumption experience centers, as well as smart business districts and digital home pilots. These are all proactive actions taken by the government to make new consumption more popular through certain work measures in the field of new consumption."
