So, from the "Internet +" Action to the "Artificial Intelligence +" Action, what does this change mean? What exactly has been added from "artificial intelligence" to "artificial intelligence +"? Faced with the urgent need to accelerate the development of new quality productivity, how can "artificial intelligence +" be added?
The author believes that the focus of "Internet +" is to solve the problem of "information islands", promote the integration and innovation of new generation information technology represented by cloud computing, Internet of Things, and big data with modern manufacturing, productive services, etc., give full play to the optimization and integration role of the Internet in the allocation of production factors, connect everything, integrate across borders, deeply integrate the innovative achievements of the Internet into various fields of the economy and society, enhance the innovation and productivity of the real economy, and form a broader new form of economic development with the Internet as infrastructure and implementation tools. With the in-depth implementation of the "Internet +" action, digitalization and networking development are accelerating towards intelligence. Artificial intelligence, as a breakthrough technological force in the new era, is driving the whole society towards intelligence. Different from the attributes of "Internet +" of interconnection of all things and cross-border integration, "artificial intelligence +" is characterized by the functional enhancement and replacement of nodes. "Artificial intelligence +" relies on artificial intelligence technology to focus on each node connected by "Internet +", mainly through deep learning, big data analysis and natural language processing and other technologies, so that it has human-like perception, reasoning, learning, understanding and interaction capabilities, and then realizes the processing and analysis of massive data, extracts valuable information, and provides a scientific basis for decision-making. "Artificial Intelligence +" is not only conducive to improving production efficiency and changing the industrial division of labor, but also emphasizes that traditional industrial models can bring new models and new momentum to various economic and social fields by combining artificial intelligence technology, thereby promoting progress and development in various fields of society.
"Internet +" and "artificial intelligence +" correspond to the strategic needs of my country at different stages of development. Their implementation and proposal not only reflect my country's keen insight into the trend of scientific and technological development and forward-looking layout, but also demonstrate my country's active participation in the global scientific and technological revolution and industrial transformation and the leading position it has gradually achieved. From the perspective of technological development trajectory, Internet technology is the foundation of artificial intelligence technology application. The "Guiding Opinions of the State Council on Actively Promoting the "Internet +" Action" clearly pointed out the development direction of "Internet +" artificial intelligence, which is to "accelerate the breakthrough of core artificial intelligence technology, promote the promotion and application of artificial intelligence in smart homes, smart terminals, smart cars, robots and other fields, and cultivate a number of backbone enterprises and innovation teams that lead the development of global artificial intelligence". In fact, the big data analysis and deep learning skills that "artificial intelligence +" relies on require "Internet +" to provide platform and data support. At present, my country's artificial intelligence technology innovation has entered a period of intensive activity, and the industrial system is becoming more and more perfect, which provides a solid foundation for "artificial intelligence +" to deeply integrate the breakthrough results of artificial intelligence technology into the real economy.
In the past 10 years, artificial intelligence, as an important driving force leading a new round of scientific and technological revolution and industrial transformation, has been valued by the country's top-level strategic design. In 2017, the State Council issued the "New Generation Artificial Intelligence Development Plan", which clarified the main direction of improving the technological innovation capabilities of the new generation of artificial intelligence.
