Cao Quanmin, a native of Tangshan, Hebei Province, male, Han nationality, born in October 1964, joined the Party in March 1986, started working in August 1988, has a postgraduate degree and is a master of engineering.

According to his resume, Cao Quanmin studied chemical engineering at the Department of Chemical Engineering of Zhejiang University for his undergraduate degree and environmental engineering at the Graduate School of Zhejiang University for his graduate degree.
In August 1988, Cao Quanmin became a cadre of Tangshan Environmental Monitoring Center. After that, he worked in Tangshan for a long time. He served as deputy chief clerk of the Management Section of Tangshan Environmental Protection Bureau, deputy director and deputy director of the Comprehensive Planning Department, deputy secretary and mayor of Guye District Committee, deputy secretary and mayor of Lunan District Committee, and secretary of Lubu District Committee.

Public information shows that He Chunjun, male, Manchu, was born in June 1968 in LeTing, Hebei Province. He joined the Communist Party of China in December 1998 and started working in August 1990. He has an on-the-job university degree and a doctorate in management.

He Chunjun has worked in Tangshan for 30 years. In the early days, he worked in Tangshan Archives Bureau and Tangshan Municipal Government Office. Since 2000, he has served as assistant mayor, deputy mayor, member of the Standing Committee of the Municipal Party Committee and director of the office, member of the Standing Committee of the Municipal Party Committee and deputy mayor in Qian'an, Tangshan.
In July 2008, He Chunjun was transferred to Tangshan Fengrun District as a member of the Standing Committee and deputy district mayor. In March 2009, he was the deputy secretary and district mayor of Fengrun District. In August 2011, he was appointed secretary of the Kaiping District Committee of Tangshan City. In March 2017, He Chunjun was appointed member of the Party Leadership Group and deputy director of the Standing Committee of the Tangshan Municipal People's Congress.
In May 2020, He Chunjun was transferred from Tangshan to take up the new post of member of the Standing Committee of the Cangzhou Municipal Party Committee and deputy mayor of the municipal government (in charge of government affairs). In January 2023, He Chunjun was appointed as executive deputy director of the United Front Work Department of the Hebei Provincial Party Committee.
He Chunjun is not the only one who has worked in Tangshan for many years and was taken down in this round of anti-corruption storm in Tangshan after being transferred (promoted).
On May 31 this year, Han Guoqiang, member of the Party Leadership Group and deputy director of the Hebei Provincial Development and Reform Commission, was investigated. According to his resume, he had been working in Tangshan for more than 30 years before taking up this position. Han Guoqiang served as member of the Standing Committee and deputy mayor of Guye District, Tangshan, member of the Standing Committee and secretary of the Discipline Inspection Commission of Caofeidian District, member of the Standing Committee and executive deputy mayor of Qian'an City, mayor, and secretary of the Municipal Party Committee.
From the eye of the storm in Tangshan to the transfer (promotion) of officials who have been deeply rooted in Tangshan and have been brought down, even if they have left, they will be "investigated", which is an important feature of this round of anti-corruption in Tangshan.
Fighting both "tigers" and "flies"

Public information shows that she was born in February 1970, from Guye District, Tangshan, a member of the Communist Party of China, with a postgraduate degree from the Party School of the Hebei Provincial Committee and a bachelor's degree in law from Hebei University of Technology.
Li Li has never left Tangshan during her career. In her early years, she worked in Tangshan No. 7 Middle School, Dongkuang District Education Bureau, Dongkuang District Committee of the Communist Youth League, and Guye District Committee of the Communist Youth League.

In August 2003, Li Li was appointed as deputy secretary of the Tangshan Municipal Committee of the Communist Youth League and vice chairman of the Youth Federation. In June 2006, she was appointed as member of the Standing Committee of the Tanghai County Party Committee and Minister of the Propaganda Department. Later, she served as deputy director of the Propaganda Department of the Tangshan Municipal Party Committee and director of the Municipal Civilization Office.
In May 2017, Li Li was appointed Director of the Tangshan Municipal Grain Bureau. In January 2019, she was appointed Director of the Tangshan Municipal Culture, Radio, Film and Tourism Bureau. She later served as Executive Deputy Director of the Organization Department of the Tangshan Municipal Party Committee.
In 2021, Li Li served as a member of the Standing Committee of the Tangshan Municipal Party Committee and Minister of the Propaganda Department until she was investigated this time.
So far, according to statistics from Xin Huanghe, since April this year, at least 10 provincial officials who once or are currently holding important positions in Tangshan have been dismissed:
On April 5, Tangshan Vice Mayor Li Jianzhong was investigated; on April 9, Tangshan Municipal People's Congress Standing Committee Vice Chairman and Qianxi County Party Committee Secretary Li Guifu was investigated; on April 30, Tangshan Municipal People's Congress Standing Committee former Director Guo Yanhong was investigated; on May 21, Tangshan Municipal People's Congress Standing Committee Party Group Secretary and Director Yang Jie was investigated.
On May 31, Han Guoqiang, a member of the party group and deputy director of the Hebei Provincial Development and Reform Commission, was dismissed. Before taking up this position, he had been working in Tangshan.

It is worth noting that while a series of provincial officials have been dismissed, Tangshan's anti-corruption struggle has also been extended to counties, districts and cities, and a large number of county-level and lower-level officials have been investigated and punished. Another important feature of Tangshan's current round of anti-corruption is to push forward and fight both "tigers" and "flies".
An article published on July 2 this year in Tangshan Labor Daily, the official newspaper of the Tangshan Municipal Party Committee, revealed that since the beginning of this year, discipline inspection and supervision agencies at all levels in Tangshan have filed 2,189 cases and punished 2,116 people, including 90 county and department-level cadres; a total of 95 people have been detained and 28 people have been transferred to the procuratorate; 350 "four winds" problems have been investigated and dealt with, and 424 people have been punished.
The aftermath of the barbecue restaurant beating has attracted attention again
In addition to the shock in the officialdom, Tangshan has recently come into the public eye due to the aftermath of the "Tangshan barbecue restaurant beating case."
On August 4, Chen Zhiwei, a police officer who responded to the beating incident at a barbecue restaurant in Tangshan on June 10, 2022, reported online that the case officers had illegally interrogated him and forced him to be convicted, and that the relevant departments had not responded to the report and delayed the retrial appeal procedure. Previously, Chen Zhiwei was sentenced to one year and one month in prison for abuse of power for the incident.
In the early morning of August 6, "Tangshan Release" reported that all the problems reported by Chen Zhiwei were untrue. Regarding his report that the actual police response time was more than 10 minutes, and that he was asked by relevant leaders to read a script of "5 minutes for police response", after verification, it was found that he discussed with the police officers (who have been dealt with according to law) before the interview and concealed the matter before announcing it to the public.
This official announcement did not calm the incident. Later, Chen Zhiwei continued to release videos and accepted media interviews, saying that there were discrepancies between the incident and the verdict in many aspects. He would publish the police handling process, disclose the details and "report to the end". At the same time, Chen Zhiwei expressed the hope that higher-level departments would intervene in the investigation. On August 7, some media noticed that Chen Zhiwei cleared his related updates on the social platform. At present, many key issues of the incident still need clearer answers.
Li Guifu, deputy director of the Standing Committee of the People's Congress of Tangshan City and secretary of the Qianxi County Party Committee, who was dismissed as mentioned above, also received public attention due to being reported. On April 9, Li Guifu was investigated. Before his dismissal, Ma Shushan, a retired veteran cadre from Qianxi County, Tangshan City, Hebei Province, was arrested and prosecuted after reporting the local county party secretary Li Guifu, which aroused public concern. On the day when Li Guifu was "officially announced" to be investigated, 22 relevant responsible persons involved in the Ma Shushan case were also dealt with in accordance with discipline and law.
