In order to thoroughly implement the national and provincial decision-making arrangements on government affairs disclosure and the work requirements of the municipal party committee and municipal government, the Binzhou Municipal Development and Reform Commission recently officially released the "Binzhou Municipal Development and Reform Commission's 2024 Government Affairs Disclosure Work Points", which will promote high-quality economic and social development through high-quality government affairs disclosure, and use "quality disclosure" to serve the construction of "Quality Binzhou".
The "Work Points" clearly defined six key tasks, aiming to comprehensively improve the quality and efficiency of government affairs disclosure. First, it will further promote the disclosure of information in the field of development and reform, and timely and proactively disclose policy documents, planning plans, major construction projects and other contents around the "1+1188" development pattern to ensure that the public can keep abreast of the government's work dynamics and policy orientation.
Secondly, Binzhou Municipal Development and Reform Commission will further implement the source identification mechanism of the public document attributes, and conduct strict confidentiality review of the government information to be disclosed in accordance with the principle of "review first, then disclose", to ensure the legality and accuracy of the disclosed information. At the same time, strictly implement the "three synchronizations" principle, that is, the policy documents and interpretation plans, interpretation materials are organized, reviewed and deployed simultaneously, to improve the timeliness and pertinence of policy interpretation.
In addition, the "Work Points" also emphasizes the importance of standardizing the handling of public disclosure upon application and online Q&A, requiring the improvement of the government-civilian interaction mechanism, timely response to public concerns, and answering public doubts. At the same time, promote the disclosure of "double random, one public" supervision information, standardize law enforcement behavior, and reduce the impact on the normal production and operation of enterprises.
In terms of strengthening the management of government websites and new government media, the "Work Points" proposes to give full play to the propaganda role of websites and new government media, to release government policies, decisions and various public information in a timely, comprehensive and accurate manner, and to improve the transparency of government work.
To ensure the effective implementation of the "Work Points", Binzhou Municipal Development and Reform Commission also proposed four work requirements, including strengthening organizational leadership, strengthening responsibility implementation, standardizing the release of government information, and strengthening business training. These requirements will effectively promote the standardization, institutionalization and long-term effectiveness of government affairs disclosure work.
