According to the Qinghai Daily, on the afternoon of August 14, a provincial situation briefing for the Ministry of Foreign Affairs Ambassador-Counselor Training Class was held in Xining, and Ambassador-designate Cai Run made a speech.

According to China News Network, Li Xuhang, deputy director of the Overseas Affairs Bureau of the Party Committee of the Ministry of Foreign Affairs, introduced that this ambassadors' and counselors' training class is the first large-scale class after the Third Plenary Session of the 20th CPC Central Committee. Among them are vice-ministerial ambassadors to Japan Wu Jianghao and Cai Run, the next ambassador to the Chinese Mission to the European Union.

The above message shows thatCai Run, who previously served as China's ambassador to Israel, is now the next Chinese ambassador to the European Union and has been promoted to vice-ministerial level.

According to his public resume, Cai Run was born in June 1967 and holds a master's degree in law. He has worked in the US and Northern Europe Bureau of the Central External Liaison Department and the Research Office of the Central External Liaison Department.

In 1999, he was appointed deputy county magistrate of Bin County, Shaanxi Province, and the following year he went to work in the Office of the Central Foreign Affairs Leading Group.

In 2005, he served as Counselor and Minister-Counselor (Director-General Level) of the Chinese Embassy in the United States of America. In 2008, he served as Deputy Director-General of the Policy Research Department of the Ministry of Foreign Affairs (Director-General Level). The following year, he served as Deputy Director-General of the Policy Planning Department of the Ministry of Foreign Affairs (Director-General Level). In 2012, he served as Director-General of the Policy Planning Department of the Ministry of Foreign Affairs.

In August 2015, Cai Run was appointed Chinese Ambassador to Portugal, marking his first ambassadorial post abroad. He was later transferred to become China's Ambassador to Israel in January 2021, and is currently awaiting his new appointment.

According to the official website of the Chinese Embassy in Israel, on July 23, 2024, Chinese Ambassador to Israel Cai Run went to the Israeli Presidential Palace to pay a farewell visit to President Herzog.

Fu Cong, who previously served as Head of the Chinese Mission to the European Union and Ambassador Extraordinary and Plenipotentiary, replaced Zhang Jun as China's Permanent Representative to the United Nations and Ambassador Extraordinary and Plenipotentiary in April 2024.
