Petunthan was born on August 21, 1986 and is the youngest daughter of former Thai Prime Minister Thaksin.

In 2008, Petunthan graduated from the Faculty of Political Science at Chulalongkorn University with a bachelor's degree in political science, sociology and anthropology.
