For the tourism passenger transport industry,Traffic law enforcement departments crack down on illegal operations of "black tour buses" and strictly investigate tourist buses that are used by "black travel agencies" andFor unregistered group tours or for not providing passenger transport services as agreed in the electronic itinerary, for not ensuring the normal use of vehicle satellite positioning devices and internal monitoring facilities during operation, and for operating out-of-town buses in other places. Since July, the Beijing Municipal Transportation Comprehensive Law Enforcement Corps has inspected more than 300 tourist passenger vehicles and investigated and dealt with more than 50 illegal and irregular behaviors in the tourist passenger transport industry, including the seizure of 8 "black tourist vehicles".

Take multiple measures to regulate the tourist passenger transport market order

We strengthened supervision over enterprises to fulfill their main responsibilities, carried out graded and classified law enforcement inspections on enterprises, verified enterprises' implementation of rules and regulations, dynamic monitoring, etc. We conducted on-site inspections of more than 30 tourism passenger transport companies and urged rectification of more than 10 issues.

Strengthen the inspection and guard of popular scenic spots, and increase patrols, strictly supervise, carry out wave-based rectification, and conduct joint law enforcement around popular tourist attractions such as the Forbidden City, Tiananmen Square, Badaling, the Summer Palace, and the Olympic Park where tourists gather.

Strengthen off-site law enforcement and supervision, conduct daily verification and analysis of big data in the tourism passenger transport industry, discover clues of illegal and irregular activities, and promptly handle them online and offline to achieve efficient handling and precise strikes.

Strengthen departmental collaborative governance, and work together with local cultural tourism, cultural law enforcement, public security, urban management and other departments to jointly enforce the law, carry out joint rectification of various links such as "people, vehicles, shops, guides, and society", trace the source, break the chain, and fight behind the scenes, and jointly purify the order of the city's tourism market.

Report on two cases of illegal and irregular activities of tourist buses

At about 14:00 on July 9, law enforcement officers from the Sixth Detachment of the Corps found a medium-sized passenger bus with license plate number Beijing A***90 parked on the roadside during a patrol around the Summer Palace. The bus was carrying 9 tourists and a tour guide, who were going to the Summer Palace and the Old Summer Palace. Upon inspection, it was found that the bus did not have a "Road Transport Permit" and the driver did not have a "Practitioner Qualification Certificate" for tourist passenger transport, which was an illegally operated "black tourist bus". Law enforcement officers seized the illegal vehicle in accordance with the law and imposed an administrative penalty of 20,000 yuan.

At about 10:00 on August 4, law enforcement officers found a large passenger bus with license plate number Beijing B1***6F during an inspection near the Shuiguan Great Wall and Flying Over the Great Wall scenic area in Yanqing District. The 39 passengers on the bus were a "one-day tour" group organized by a travel agency, visiting Qianmen, the Great Wall, the Bird's Nest and the Water Cube on that day. Upon inspection, the tour itinerary shown in the electronic itinerary of the bus did not include the Shuiguan Great Wall and Flying Over the Great Wall, and the actual itinerary was inconsistent with the record in the electronic itinerary. The company to which the bus belongs is suspected of not providing transportation services in accordance with the itinerary of the electronic itinerary, and the law enforcement department imposed an administrative penalty of 2,000 yuan on the company in accordance with the law.

The traffic law enforcement department also reminds tourists that they should join a regular tour group and take a regular Beijing B-licensed tourist bus when traveling in Beijing.
