In recent days, the logistics project factory building near Raohe Port, which has been abandoned for many years, is being transformed into a production workshop that processes 100,000 tons of soybeans and produces a variety of soybean products. Sun Zhigang, the head of the company, is attracted by the sales capabilities of Raohe County's e-commerce.
Raohe County, Shuangyashan City, is located in the eastern part of Heilongjiang Province, on the banks of the Wusuli River. Raohe, a small town in a remote corner, had an e-commerce sales volume of 1.034 billion yuan in agricultural and forestry products last year. It sold local specialty agricultural products to various places through the "expressway" of rural e-commerce.
"Raohe's ecology is good, and the e-commerce ecology is even better." Wang Shuai, a 30-year-old villager in Yongle Village, chose to return to his hometown to start a business with his wife after graduating from university.
Why did he choose to return to his hometown to do e-commerce? "My family farms and raises bees, but the good products are not selling well. I wanted to help my parents sell agricultural products online, and it happened that the county built a live broadcast e-commerce base." By chance, the e-commerce training at the base made Wang Shuai an Internet celebrity in the village. Now he has more than 900,000 fans on the short video platform.
Why is the e-commerce ecosystem here so good? It is inseparable from the implementation of a series of measures such as building county-level live broadcast e-commerce bases, cultivating rural e-commerce leaders, and accelerating the construction of rural modern logistics and distribution systems.
Walking into the county's e-commerce live broadcast base, the three-story building integrates product selection, cloud warehouse, incubation and other services, helping agricultural products to "go global" in all aspects. In the live broadcast room, professional live broadcast equipment is well-equipped, and different scenes such as exquisite kitchens, farmhouse kangs, and shopping mall shelves are all available.
The base worked with insurance companies to develop a product quality compensation mechanism, with a maximum compensation of 100 million yuan; the government invested 5 million yuan to establish the base's "complaint-as-compensation" fund to solve market credit issues; the base introduced professional lawyers, financial and other team systems to solve procurement, tax filing, financing and other needs. With a mature team and complete packaging and mailing services, Wang Shuai and other anchors can concentrate on live streaming and selling goods.
In recent years, the county has cultivated many rural e-commerce leaders.
"The e-commerce base has been conducting free e-commerce live broadcast training for many years, forming a good e-commerce incubation environment." Teng Huajun, director of the county e-commerce office, said that last year the base introduced 136 upstream and downstream cooperative enterprises and e-commerce teams, and the number of online stores in the county reached 1,658, with a growth rate of 18.7%. Wang Shuai and many live broadcasters in the county also visit villages and households every now and then to help villagers sell specialty agricultural products.
The county is also accelerating the construction of a modern rural logistics and distribution system.
In recent years, Raohe County has continued to build a three-level rural logistics system with the county as the center, townships as nodes, and villages as the end, which has unblocked the "last mile" of express delivery into the village.
A series of measures have accelerated the development of rural e-commerce in Raohe County.
"This year, the highest sales of a live broadcast was 110,000 yuan." Last year, Wang Shuai sold out the honey of the beekeepers in the village, with 14,000 orders and more than 20 tons sold. Seeing Wang Shuai's sales performance, his cousin who was doing e-commerce in Guangdong traveled thousands of miles back to his hometown to do e-commerce.
At present, the county has cultivated 15 anchors with millions of fans and more than 120 anchors with more than 100,000 fans; the county's towns and villages sell more than 170 kinds of products on e-commerce platforms, driving the sales of agricultural products such as honey and rice to increase by more than 80% over the same period. Through the "e-commerce + enterprise + farmer" order marketing model, the county has established 160 Raohe Northeast Black Bee Breeding Bases, 2,000 mu of green rice planting bases, and 740 mu of fresh corn planting bases.
"We will continue to support the development of the agricultural products e-commerce industry and drive 11 local industries, including Northeastern black bees, green organic rice, wild vegetables, edible fungi, and corn, to expand their markets through e-commerce," said Fu Dianjun, mayor of Raohe County.
