The reporter learned from the Municipal Health Commission that all districts have completed the approval of the establishment of independent legal person emergency sub-centers, and the construction of the city's pre-hospital medical emergency management system has reached a new level. At present, the average emergency response time in the city has been shortened to about 12 minutes.
The emergency sub-centers in each district are an important part of the city's pre-hospital medical emergency system, and play an active role in coordinating the daily pre-hospital medical emergency service management, emergency medical rescue for emergencies, and social emergency knowledge and skills training in the area. The emergency sub-centers are operated as independent legal entities, with strong execution and high operating efficiency. They have obvious advantages in emergency response and information reporting for emergencies. Their establishment is conducive to the smooth implementation of government orders and the unification of service norms and standards.
According to the health and sanitation department, in recent years, the city has continued to promote the construction of the pre-hospital medical emergency system, established a construction and management system with government-run as the main body and social participation as the supplement, unified planning and layout, unified command and dispatch, unified service specifications, unified supervision and management, unified guarantee standards, and unified performance assessment; built a pre-hospital medical emergency system consisting of emergency centers, emergency sub-centers in each district, and emergency workstations covering urban and rural areas; realized the "120" emergency number to provide emergency services to the society, becoming the only province in the country to achieve unified command and first-level dispatch.
In accordance with the general principle of "unified planning at the municipal level and construction by local governments", the city has completed the standardized construction of more than 470 pre-hospital medical emergency facilities and 21 ambulance decontamination stations, making the emergency network layout more equitable and accessible. The emergency call satisfaction rate has reached more than 99%.
