Ecological environment "regulation-monitoring-supervision" linkage model supports the continuous improvement of Beijing's air quality

The reporter learned from the Beijing Municipal Ecology and Environment Bureau that in order to adapt to the management needs of the new stage of air pollution prevention and control, the Beijing Municipal Ecological Environment Department has systematically created a large-scale ecological environment "supervision-monitoring-inspection" linkage model.
At present, Beijing's air pollution control has entered a stage of further improvement at a relatively low concentration level, and the space for further improvement is narrowing and the difficulty of improvement is increasing. In response to this, Beijing's ecological environment department took the lead in exploring and innovatively implementing a linkage mechanism of "regulatory departments coordinating and dispatching, monitoring departments intelligently sensing, and supervisory and law enforcement departments accurately enforcing the law" in the field of air pollution prevention and control, using big data, artificial intelligence and other technologies, with a new monitoring network, intelligent analysis technology, and an efficient dispatching system to strongly support the operation of the linkage mechanism.
We have created a new monitoring network, fully utilized technologies such as sensors, the Internet of Things, and satellite remote sensing, and built a new generation of monitoring system that "looks from the sky, patrols on the ground, connects data, and verifies electricity consumption." Among them, satellite remote sensing "looks from the sky" can remotely and intelligently identify more than 10 types of targets such as bare land and black and smelly water bodies, with an identification accuracy of 90%. Incorporate economic and social operation data such as electricity consumption, construction site records, and catering enterprise records into the ecological environment monitoring network. After intelligent algorithm analysis, we can achieve all-round and full-time monitoring of various pollution sources and intelligently perceive clues to problems.
Use intelligent algorithms to assist in accurate assessment. Focusing on the needs of refined urban management at low concentration levels, we built an intelligent identification algorithm library and independently developed 26 types of problem clue mining algorithms, such as excessive vehicle emissions and asynchronous production and treatment of enterprises, to dynamically track excessive emissions and violations. For example, using facility electricity monitoring technology, more than a thousand key gas-related enterprises and more than 6,000 monitoring points were included in the monitoring.
Since the implementation of the linkage model, more than 10,000 clues of various environmental problems have been pushed, achieving accurate and rapid response and supporting accurate and effective dispatch. In the daily management process, the use of online, remote sensing, hotspot grid and other scientific and technological means has continuously improved the detection rate of environmental pollution problems and made law enforcement more accurate and efficient.
