Cailianshe News, August 14 (Edited by Zhao Hao)On Wednesday (August 14th) local time, Russia's Moscow Exchange (MOEX) issued an announcement stating that stock market trading will be suspended from 16:18.

At that time, MOEX did not disclose the reason for suspending stock market trading in the news, and Russian media Tass only repeated the exchange's statement. As of the time of suspension of trading, the Russian MOEX index recorded an increase of 0.13%, but it has fallen nearly 18% from its high point in May.

An hour later, the Moscow Exchange said that stock market trading would be resumed at 17:30 and the trading system could withdraw orders. Shortly before press time, the Moscow Exchange explained that the reason for suspending stock market trading was the discovery of a software error.

“Due to a software error, most servers were unable to connect to trading participants. The cause of the software error was incorrect memory handling on individual access servers. The error has been corrected, trading will resume at 17:30 and the system is ready to withdraw orders and connect participants.”

The statement also read, "Trading on other Moscow Exchange markets: derivatives, money and precious metals, as well as deposit and credit operations on the money market are proceeding in a normal manner."

TASS mentioned that the last time the exchange suspended stock trading was on February 13 and 14 this year due to a hardware failure in the main server.

Biden's first statement: Putin is in trouble

Yesterday, Ukrainian President Zelensky said that the Ukrainian army's offensive in Kursk Oblast is still continuing. The Russian Ministry of Defense reported on the same day that the Russian army successfully prevented the Ukrainian army from breaking through in the Kursk direction.

However, given the extremely tense situation in the region, earlier in the day, Belgorod Oblast of Russia, which is adjacent to Kursk Oblast, declared a regional state of emergency to strengthen protection of the state's residents.

Russian Foreign Ministry spokeswoman Zakharova said at a regular press conference that Ukraine's terrorist attack on Kursk Oblast will lead to a long-term suspension of peace talks between the two sides.

U.S. President Biden also made his first substantive comment on the Ukrainian military's action, saying the action "poses a real dilemma for Russian President Vladimir Putin."
