The Urban Management Department immediately organized personnel to go to the scene to verify and confirmed that the construction unit carried out construction work beyond the approved scope, which affected the travel of citizens and caused additional damage to the road.

This behavior violated the provisions of Article 23, paragraph 1, item 4 of the "Zhuzhou City Urban Comprehensive Management Regulations". According to Article 61 of the "Zhuzhou City Urban Comprehensive Management Regulations", the urban management law enforcement personnel issued a "Notice of Correction" to the construction unit, ordering the party to stop the illegal behavior, rectify as required, and accept subsequent disposal.
