On the 13th, Jiupai News called the Admissions Office of Hangzhou Vocational and Technical College. The staff said that the Education Department will conduct further research after the public announcement period, and it is not clear when the name can be officially changed.
He added that even if the school has completed the junior college to undergraduate program by then, students who entered as junior college students will still retain their junior college status upon graduation. The new students who enrolled this year should be junior college students, and the students who enrolled after the school completed the name change will be undergraduate students.
After the college was changed to a university, will there be any changes in the number of students enrolled, tuition fees, and subject divisions? Public information shows that Hangzhou Vocational and Technical College is a full-time higher vocational college sponsored by the Hangzhou Municipal People's Government. Its predecessor was the Hangzhou Workers' University, which was formed by the merger of six schools under the Hangzhou Economic Commission system, including Hangzhou Machinery, Chemical Industry, Textile, Silk, Light Industry, and West Lake Electronics. The upgrading of vocational schools to undergraduate education, that is, the transformation of vocational education from junior college level to undergraduate level, is one of the important directions of China's education reform. In recent years, with the country's emphasis on vocational education and policy support, vocational undergraduate education has developed rapidly.
According to data from the Ministry of Education, there are currently 51 vocational undergraduate schools in the country. This year is the year with the largest number of vocational undergraduate schools in the country, with a total of 18. The enrollment scale of vocational undergraduate education is also expanding year by year. It is expected that by 2025, the enrollment scale of vocational undergraduate education will be no less than 10% of the enrollment scale of higher vocational education.
But it is not easy to upgrade vocational colleges to vocational undergraduate programs. Teacher Huang, who works at a vocational school in Hubei, told Jiupai News that "upgrading" is difficult because the indicators are limited and the conditions are very strict.
The Ministry of Education issued two pilot documents in 2021, which set standards for the establishment of undergraduate vocational colleges and the management of professional establishment. It is mentioned that the school should have more than 8,000 full-time students, the total number of full-time teachers should meet the standard of student-teacher ratio not higher than 18:1, the total number of full-time teachers should be no less than 450, more than 20 scientific research projects at or above the department level should be approved in the past five years, and the campus area should be no less than 800 acres.
An industry expert also said in an interview, "Vocational undergraduate programs are still a cutting-edge topic in the field of vocational education. It is very challenging to run them well. They must be truly based on industry needs and have high-quality industry-education integration and a high-quality dual-qualified teaching staff. Vocational colleges should not rush in all at once, but should start one at a time when they are mature." Different from the "theory-practice integration" of applied undergraduate programs, the talent training plan for vocational undergraduate programs must still adhere to the development of professional types and put the practical teaching link at the core of talent training.
