Chongqing is accelerating the construction of new energy vehicle charging piles. On August 12, the reporter learned from the Municipal Economic and Information Commission that the Commission and the Municipal Finance Bureau will issue the "Citywide Supercharging Infrastructure Construction Evaluation and Reward Measures (2024)" (hereinafter referred to as the "Measures") from now on, proposing that financial rewards will be given according to the number of supercharging piles built (new construction, renovation and expansion), with the highest reward of 50,000 yuan per pile.
The relevant person in charge of the Municipal Economic and Information Commission stated that the "Measures" mainly evaluate the completion of the phased goals of the governments (management committees) of all districts and counties in the city and Chongqing Expressway Group. In accordance with the principle of "monthly report, quarterly summary, semi-annual evaluation, and annual assessment", the city will comprehensively consider the construction results of supercharging facilities, the application of advanced technologies, the creation of an industrial atmosphere, and the demonstration of characteristic scenes, and conduct evaluations and file them.
According to the Measures, the evaluation results will be divided into four grades, with 100 points for Grade I, 100 (not included) to 85 points for Grade II, 85 (not included) to 70 points for Grade III, and 70 points or less for Grade IV. At the same time, the city will set up a municipal special reward fund pool to give corresponding financial rewards based on the evaluation results, which will be used to support the construction and operation of supercharging infrastructure, including 50,000 yuan/pile for Grade I, 40,000 yuan/pile for Grade II, 30,000 yuan/pile for Grade III, and no reward for Grade IV.
Starting today, the governments of all districts and counties (management committees) and Chongqing Expressway Group will submit monthly and quarterly reports on the construction of supercharging infrastructure to the Municipal Economic and Information Commission, which will organize an analysis and assessment of the construction results every six months, provide guidance and suggestions for improvement to those with slower construction progress, and report the semi-annual evaluation results. At the same time, the Municipal Economic and Information Commission will also publish a notice on the application for supercharging infrastructure construction rewards at an appropriate time each year.
Regarding the allocation of reward funds, the Municipal Economic and Information Commission will entrust a third-party agency to review the application materials, and based on the review report issued by the third-party agency, submit a grant application to the Municipal Finance Bureau in accordance with the process, and complete the allocation and disbursement of funds in accordance with the requirements of the centralized treasury payment management.
