Focus on position construction and build a strong battle fortress
Take the construction of "home station room" for people's congress representatives as an important starting point for practicing the whole process of people's democracy, and promote the formation of a new normal of whole process people's democracy where the masses often come, representatives are always present, and practical matters are often handled. Learn from the advanced construction experience of "home station room", based on its own reality, coordinate the distribution area, number, service radius and other factors of people's congress representatives, and formulate the "Zhangfan Street People's Congress Representative "Home Station Room" Construction Plan" and "Zhangfan Street "People's Congress Representative Home" Activity System", make full use of existing resources such as the Party and Mass Service Center, achieve deep integration, and realize co-construction, co-management and sharing. Make sure the system is posted on the wall, the ledger is standardized, and the management is done by a dedicated person. Build one people's congress representative home, one people's congress representative studio, and two people's congress representative liaison stations.
Adhere to serving the people and improve the quality and efficiency of performance of duties
Organize NPC deputies to collect opinions and receive voters on a regular basis. Currently, more than 50 people visit the masses every week, and four "Face-to-face with Representatives" sessions are held. The government service hotline and the "Double Date" platform are used as a starting point to give full play to the supervisory role of NPC deputies and promote the improvement of handling efficiency. Since the beginning of this year, 2 various representative seminars have been held, 8 village and enterprise surveys have been conducted, 23 contradictions have been resolved, and people's livelihood issues such as power tripping and overhead wires in shops, cleaning of sewers on Fuxing Road, and safe drinking water projects in Beiyu and Heishiling have been quickly resolved. Give full play to the advantages of NPC deputies in close contact with the masses, participate in the construction of key projects such as Xinwanda, Geely Xinwanda, and Xinxing Road expansion, take the initiative to go to villages and households, solve problems for people involved in relocation, and effectively ensure the progress of major project construction; focus on the difficulties, bottlenecks and employee demands of enterprises, conduct 6 surveys and 11 employee seminars, and collect 58 opinions and suggestions on improving enterprise production management and promoting the development of the lithium battery industry.
Strengthening the guarantee of fulfilling duties and promoting the representatives to be effective
We implement a "one person, one file" system for NPC deputies who come to the station, and use learning and training, representative activities, and visits to voters as the basis for annual quantitative management and assessment of "fulfilling duties and showing screens", further stimulating the vitality of deputies and enhancing their sense of duty. We increase the continuous publicity of the advanced deeds and work highlights of NPC deputies, and publish 5 articles in media such as Zaozhuang Daily and the Municipal People's Congress website. We firmly establish the closed loop of "reflection-investigation-solution-feedback" and the awareness of "having solutions", and properly respond to and promote the resolution of opinions and suggestions on the construction of Xinxing North Road and village roads raised by two NPC deputies.
In the next step, the People's Congress Studio of Zhangfan Street, Zaozhuang High-tech Zone will continue to explore and enrich the content and forms of representatives' close contact with the masses, help people's congress representatives actively practice "whole-process people's democracy", and deepen the standardization of the people's congress.
