The compulsory education enrollment work adheres to the principles of "enrollment by district, relative proximity, and admission without examination", adheres to the principles of openness, fairness and justice, adheres to the principles of serving the people and facilitating the people, strictly regulates enrollment behavior, ensures equal access to education, and further improves the people's satisfaction with education.
1. Enrollment Targets
(I) Primary school. Children aged 6 or above (born before August 31, 2018) with registered permanent residence in Feicheng; children of migrant workers and businessmen from outside Feicheng who meet the requirements after verification. According to regulations, if a child aged 6 or above needs to delay enrollment, his or her parents or other legal guardians shall apply to the kindergarten where he or she is located with the hospital diagnosis certificate, and the kindergarten shall submit the application to the Basic Education Section of the Municipal Education and Sports Bureau for filing after preliminary review and summary.
(II) Junior high school: Primary school graduates of Feicheng in 2024 and primary school graduates of Feicheng registered in other places who attend primary school in 2024; children of migrant workers and businessmen from outside Feicheng who meet the requirements after verification.
2. The enrollment area of compulsory education schools in the urban area of our city is determined based on factors such as population distribution, school layout, school size, and traffic conditions, in accordance with the principle of nearest enrollment. In view of the uneven population distribution and school layout, and the irregular shape of the blocks, nearest enrollment does not mean enrollment at the closest straight-line distance. The enrollment area of compulsory education schools in urban areas is shown in the enrollment zoning diagram. The enrollment area of schools in towns and streets (mining areas) is limited to the area under their jurisdiction, and the enrollment area of private schools is limited to Feicheng.
III. Application and Admission Process
1. Registration period: The registration period for primary schools is from August 14 to 16, 2024, and the registration period for junior high schools is from August 15 to 17.
(II) Registration method: To facilitate parents, registration is conducted online and on-site, and both methods are carried out simultaneously.
1. Online registration. The entire process of information collection, registration, admission, and result announcement for enrollment is carried out in the "Feicheng Compulsory Education Enrollment Service Platform" in the "Love Shandong" APP. Parents do not need to run errands or queue up, and the entire process can be handled online. First download and register the "Love Shandong" APP, click "My" in the lower right corner of the "Love Shandong" APP - Please log in - Register now. After registration is completed, click "My" in the lower right corner of the "Love Shandong" APP - click the avatar - user authentication, complete the L4 level real-name authentication, and the authentication level will be displayed as L4 level. The mobile phone number bound to the registration should be the parent's commonly used number and cannot be changed during the registration period. After registration is completed, search for "Compulsory Education Enrollment" - "Tai'an City" - "Feicheng City" - "Confirm, go to register" - "Feicheng Compulsory Education Enrollment Service Platform" (hereinafter referred to as the "Platform") in the search bar at the top of the "Love Shandong" APP homepage to officially start registration. Registration is divided into two parts: information collection and registration. (1) Information collection: Parents are required to fill in the student's name, ID number, household registration information, and the name, ID number, household registration information, property information, mobile phone number, etc. of one parent or other guardian. Parents select the registration type and fill in basic information, household registration information, residential information (in the name of the community or neighborhood, you need to enter keywords to search and select the residential community and neighborhood), guardian information, etc. During the information filling process, the "platform" will automatically fill in the information that can be connected and queried, and parents do not need to enter it again. Parents need to fill in the information that cannot be connected and queried manually. After filling in the information, if you are prompted to upload supporting documents, take a photo to upload the supporting documents; if you do not need to upload, click "Submit Registration", and the information collection process is completed. Note: If you only need to fill in the information and do not need to upload materials, you must click "Submit Registration" after filling in the information; if you need to upload materials, you must click "Confirm Upload Completion" after uploading, otherwise the information you fill in will be considered invalid.
(2) Registration. Parents are required to confirm the school they are going to register for. Parents click "Submit Registration" in this step again and select the school they are going to register for. If the residential address is in the common enrollment area, parents can choose a school according to their personal wishes. After confirming that it is correct, they can submit it to the system for verification. Once submitted, it cannot be modified. Parents are requested to check carefully. If the submitted information is incomplete, the school will promptly notify parents to supplement the materials on the "Platform", or bring household registration books, property certificates and other supporting documents to the enrollment school for on-site registration.
2. On-site registration. For those who find it inconvenient to use the "platform" and need to register offline, they can bring their household registration book, property certificate, marriage certificate or birth certificate and other supporting documents to the enrollment school for on-site registration. The enrollment school is responsible for assisting with online registration.
(III) Review and admission. The review period for primary and junior high schools is from August 18 to 21. The enrolling school will review the registration information and materials according to the enrollment policy, and those who pass the review will be admitted. If the information filled in online is inaccurate or the uploaded supporting materials are incomplete or unclear and need to be supplemented, they can continue to supplement on the "platform", or parents can bring relevant supporting materials to the school for on-site review.
(IV) Announcement of admission results. At 10:00 am on August 22, the admission school will send the admission results to the parents' mobile phones in the form of text messages. Parents can also log in to the "Platform" to check the admission results. Subsequently, the admission procedures will be handled according to the school's notification. Notes: ① During the registration and admission period, parents are requested to keep their mobile phones open and pay attention to mobile text messages and the "Platform" in a timely manner. ② If parents forget their passwords or need to change their passwords, they can retrieve or modify them through the "Love Shandong" APP. ③ The time of online registration has nothing to do with the admission order. Parents can complete information collection and registration within the specified time. During the registration period, the "Platform" is open all day. Parents are requested to avoid peak registration times to avoid network congestion. ④ The information filled in online must be true, accurate, detailed and complete. The information filled in online is also the main basis for students to register for school status after admission. If the information filled in is untrue, inaccurate or incomplete, it will affect the student registration. If false registration information or supporting materials are provided, the consequences will be borne by the parents.
IV. Admission Requirements and Methods
1. Urban compulsory education schools implement district-based enrollment and nearby enrollment based on residents’ property addresses, household registration, etc.
(1) The parents of school-age children and teenagers have real estate in the city and the real estate certificates are complete (including online signing contracts). The school they attend is determined according to the real estate address. If the "platform" connection is successful, there is no need to upload supporting documents; if the connection is not successful, photos need to be taken and supporting documents uploaded.
(2) If the parents of school-age children and teenagers do not have a house in the urban area and live with their grandparents (the property certificate belongs to the grandparents), the school they attend can be determined according to the address of the grandparents' property. If the "platform" connection fails, they need to take photos and upload them or go to the enrollment school to submit relevant materials such as proof of the joint relationship between the student and the grandparents.
(3) For houses with small property rights (old villages in urban areas that have been renovated or demolished and do not have real estate certificates or property certificates), the school to be attended is determined by the address of the property. It is necessary to upload a photo on the "Platform" or submit valid supporting documents such as household registration booklet, house purchase payment receipt, property fee, water and electricity fee receipt, etc. at the enrollment school. (4) For children of migrant workers and businessmen in Feicheng City, the school to be attended is determined according to the address of their work or business. If the "Platform" connection is not passed: children of migrant workers in Feicheng City need to upload a photo on the "Platform" or submit a residence certificate or current address proof, household registration booklet, labor contract, social insurance payment certificate before July 31, 2024, etc. at the enrollment school; children of foreign businessmen in Feicheng City need to upload a photo on the "Platform" or submit a residence certificate or current address proof, household registration booklet, guardian's business license issued before July 31, 2024, etc. at the enrollment school.
(5) Children of preferential treatment recipients. Children of martyrs, children of active military personnel, children of military personnel who died in the line of duty or died of illness, children of fire rescue personnel, children of public security heroes and models, children of police officers who died in the line of duty or were disabled, and children of high-level talents shall be treated in accordance with the relevant policies and regulations of the superiors based on their identity identification materials.
2. Town (mining area) compulsory education school The town (mining area) education office is responsible for coordinating the enrollment of compulsory education schools within its jurisdiction. According to the enrollment registration process, parents log in to the "Love Shandong" APP on their mobile phones, find the town (mining area) school registration port on the "Platform", fill in the relevant information, and the town (mining area) school will review and confirm the admission. At the same time, the enrollment school should do a good job of on-site registration in an orderly manner.
3. Private schools Private schools enroll students at the same time as public schools. Parents log in to the "Love Shandong" APP on their mobile phones, find the private school registration portal on the "Platform", fill in the relevant information, and the private school will review and confirm it. If the registration plan exceeds the enrollment plan, the students will be admitted by random computer allocation, and the admission results will be announced to the public.
4. Children and teenagers with mild disabilities of school age who are able to attend regular classes in special education schools should register at ordinary primary and secondary schools nearby; children and teenagers with moderate to severe disabilities should register at Feicheng Special Education School; children and teenagers with disabilities who need special care and cannot go to school should register with Feicheng Special Education School by their guardians. If the Municipal Disabled Children Education Appraisal Committee appraises that they are unable to attend school (kindergarten), Feicheng Special Education School will provide personalized door-to-door teaching services. Feicheng Special Education School can log in to the "Platform" on the computer and fill in the admission information of new students through the Feicheng Special Education School Supplementary Registration Port. Children and teenagers with hearing impairments and visual impairments can register at Tai'an Special Education Center.
5. New students will register for admission on September 2nd. Each school will organize the admission of new students.
