On August 12, at a large pharmacy in Wancheng District, Nanyang City, two law enforcement officers from the Nanyang Municipal Market Supervision Bureau were able to conduct on-site supervision using only a mobile phone.
"It used to take more than two hours to conduct home inspections and prepare regulatory documents. Now it can be completed in just over ten minutes." Chen Lanyu, director of the Performance Office of Nanyang Municipal Market Supervision Bureau, who has been in the industry for more than 20 years, praised this change.
The changes stem from the promotion and reform of the new model of modern smart market supervision in Nanyang City.
On June 19, 2023, the "Nanyang Integrated Smart Market Supervision Platform (Phase I)" was launched. In daily supervision, law enforcement personnel install handheld terminals on the platform to achieve full electronic supervision, record keeping, and file management during law enforcement. Based on cloud computing, artificial intelligence and other technologies, the platform collects, sorts, analyzes and summarizes these data scattered in different supervision fields and different supervision links, thereby achieving integrated command and dispatch, standardized supervision and law enforcement, and traceable law enforcement activities.
Data on one screen, supervision on one network. Handheld terminals are like flexible "radars" that can reach every business entity, while the smart platform backend is like a smart "brain" that can screen massive amounts of data and aggregate the data into a "network" to accurately portray the business entity.
In Chen Lanyu's view, market supervision should be both "flexible" and "controllable". "With the portrait of the business entity, our supervision can be more targeted. For high-quality companies rated as Class A, we will not disturb them. For Class B and C companies, we will supervise them 2 to 3 times a year, and Class D companies will be subject to key supervision."
From "rule by people" to "rule by numbers", efficiency has been continuously improved, supervision has become more precise, and the scenarios have become increasingly broad.
"Internet + pharmacy, Internet + catering, Internet + special equipment, Internet + double random inspection, Internet + law enforcement inspection..." On the smart platform, "Internet +" is like a fulcrum that can link different application modules.
"Look, it's clear at a glance what matters law enforcement officers should focus on when they enter homes, such as personnel management, site hygiene, and raw material procurement." Opening the catering supervision module of the smart platform, Chen Lanyu showed reporters the Henan Province catering service food safety risk level assessment table.
At present, the platform has collected all the registration information of 1.06 million business entities in Nanyang City, and completed full coverage of regulatory matters for 216,700 regulatory objects in different fields, full collection of regulatory data, and full recording of the regulatory process.
In Nanyang, the "smart brain" is constantly being upgraded. A relevant person in charge of the Nanyang Municipal Market Supervision Bureau said that the 2.0 version of the smart platform will add a departmental collaborative supervision module to achieve joint supervision of 540 cross-departmental matters, and gradually form an innovative development pattern of market supervision informatization with "one network to perceive the overall situation, one key to command in place, and one screen to display results".
