During the salon that day, Wu Enyu, deputy director of the Legal Affairs Committee of the Standing Committee of the Zhejiang Provincial People's Congress, introduced the drafting process of the "Zhejiang Province's "Ten Million Project" Regulations (Draft)" and gave detailed explanations from the aspects of improving the working system and mechanism, stimulating endogenous development momentum, promoting urban-rural integration development, highlighting village planning and construction, adhering to village operation concepts, and promoting rural civilization and good governance.

How does the "Zhejiang Province "Ten Million Project" Regulations (Draft)" deal with the relationship with relevant legislation such as rural revitalization? Zhuo Xiaodong, professor of Zhejiang University Law School and chief expert of the National Social Science Major Bidding Project, mentioned that when legislating, we should pay attention to the trump card clauses with Zhejiang characteristics, continue to strengthen the inheritance and utilization of cultural and natural heritage, so that it can be revitalized and shine with new brilliance in the new era, and better meet the people's needs for a better life.

At present, the vigorous development of digital technology has accelerated the flow and sharing of urban and rural resources. Cheng Le, a professor at the School of Law of Zhejiang University, believes that the "Zhejiang Province "Ten Million Project" Regulations (Draft)" clarifies the party's leadership over the "Ten Million Project", emphasizes the integrated development of urban and rural areas, protects the dominant position of farmers, conforms to the will of the people, and promotes the continuous improvement of village construction and operation, ensuring the long-term effectiveness and systematicness of the "Ten Million Project" in practice.

"The two-way flow of urban and rural factors and the unified factor market proposed by the Third Plenary Session of the 20th CPC Central Committee can be reflected in the regulations." Xu Jianfeng, director and researcher of the Institute of Regional Economics of the Zhejiang Academy of Social Sciences, suggested that retired people from the original place of origin, operators who invest in rural areas, and college students who return to their hometowns to start businesses can be naturalized in the rural area and can obtain rural homesteads or rural houses through marketization, thereby expanding the scope of rural homestead transactions and promoting the two-way flow of factors and urban-rural integration.

The core of the effectiveness of the “Ten Million Project” is rural revitalization. Specific institutional measures on rural revitalization will be an effective tool to drive the construction of Zhejiang’s “Ten Million Project” in the future.

Hu Fang, head of the grassroots legislative liaison point of the Zhejiang Provincial Department of Justice and a member of the Jinhua Municipal People's Congress, suggested that the work system should be further improved from the organizational structure perspective, digital rural construction and digital government affairs should be integrated, inclusive finance and farmers' cooperative funds should be established, and rural revitalization work should be promoted.

Fan Bainai, member of the Standing Committee of the Zhejiang Provincial People's Congress and vice president of the Institute of Public Policy of Zhejiang University, concluded that he hoped to gradually realize the multi-faceted transformation of the "Ten Million Project" through legislation.
