Question: How do you view the reform achievements made in my country’s Internet and information technology sector in the new era?

Answer: Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has accurately grasped the time and trend of the information age, taken the Party's control over the Internet as an important political principle, reformed and improved the Internet management leadership system and mechanism, and led the Internet and information industry to achieve historic achievements and historic changes, taking new steps in building a cyber power.

The Party's leadership over cybersecurity and information work has been comprehensively strengthened. The Central Cybersecurity and Informatization Leading Group (later changed to a committee) was established, and provincial, prefectural and municipal Party committees across the country established cybersecurity and information committees. The Internet management leadership system and mechanism have been basically streamlined. The responsibility system for network ideological work and network security work has been strengthened, and the Party's management of the Internet has been implemented. From the perspective of the general trend of the development of the information age, a new round of scientific and technological revolution and industrial transformation is developing in depth, with information technology becoming a new production tool, information infrastructure becoming a new production condition, and the digital economy becoming a new driving force. Actively promote the development and management of generative artificial intelligence

Question: How to implement the requirements of the Decision on improving the development and management mechanisms of generative artificial intelligence?

Answer: In recent years, generative artificial intelligence has developed rapidly, new technologies have been continuously broken through, and new business models have continued to emerge, injecting strong momentum into economic and social development.

Actively promoting the development and management of generative artificial intelligence is an important responsibility of cybersecurity and informatization. In July 2023, the Cyberspace Administration of China, together with relevant departments, issued the "Interim Measures for the Management of Generative Artificial Intelligence Services", taking the lead in legislation worldwide to safeguard the healthy development of artificial intelligence in my country. So far, my country has completed the filing and launched more than 190 generative artificial intelligence service models that can provide services to the public, with more than 600 million registered users. Relevant technologies and applications are showing a good trend of positive and orderly development.

In the next step, we will continue to coordinate high-quality development and high-level security to promote industrial development, technological progress and security assurance in this important field.

First, strengthen autonomy and controllability to stimulate innovation. Focus on promoting the development of autonomous and controllable computing chips and algorithm frameworks, create a high-quality Chinese corpus, vigorously promote the construction of basic artificial intelligence capabilities, and accelerate the development and application of autonomous large models. A: Strengthening the rule of law in cyberspace and improving the long-term mechanism for cyber ecological governance are the inevitable requirements for implementing the strategy of building a cyber power and an important guarantee for creating a clear cyberspace. We will further promote systematic governance, legal governance, comprehensive governance, and source governance, and strive to build a good cyber ecology.
