On the same day, Haidong City, Qinghai Province held a press conference on the development achievements of Xunhua Salar Autonomous County in its 70th anniversary.
Xunhua Salar Autonomous County was established in 1954. It is the only Salar autonomous county in China and the birthplace of the Chinese Salar people. It is also one of the ethnic minority areas with small populations that the State Council focuses on supporting and developing. It has a total area of ​​2,100 square kilometers and a total population of 161,600.
Cao Liangtai introduced that over the past 70 years, the urban and rural infrastructure conditions in Xunhua County have been greatly improved. The Daxunlong Expressway has been completed and opened to traffic, and the hardening rate of natural village roads in the county has reached 100%. Projects such as the Xichang Reservoir, the Gongboxia North-South Irrigation Canal, and the expansion and transformation of urban and rural power and communications have been implemented one after another, and the infrastructure has been improved day by day. High-quality residential communities, beautiful towns, and beautiful villages have been fully built. The built-up area of ​​the county has expanded from 0.5 square kilometers in 1954 to 7.8 square kilometers, and the urbanization rate has reached 42.5%.

"Faced with the strong earthquake in Jishishan, we have gone all out to carry out earthquake relief and disaster reconstruction in a strong and orderly manner. So far, 72 public construction projects have all started, 12,390 BC-level rural houses have been completed, and the affected people have moved into their safe new homes one after another," said Cao Liangtai.
Xunhua is located in the transition zone between the Qinghai-Tibet Plateau and the Loess Plateau, with the Yellow River running through the entire county. The county has solidly carried out comprehensive management of soil erosion on the Loess Plateau and ecological protection and restoration projects of the Yellow River. The soil and water conservation rate has increased to 87.73%, and the water quality of the Yellow River section out of the province has remained stable at Class II or above. At the same time, it has vigorously carried out land greening and continued to build a strong ecological security barrier. The forest coverage rate has increased to 46.28%, and the proportion of days with good air quality has reached 92%.
It is reported that Xunhua County was once a national key poverty alleviation and development county. The county has invested a total of 1.59 billion yuan to implement large-scale and organized poverty alleviation and development. All 8,142 poor people have been lifted out of poverty, and all 62 poor villages have been lifted out of poverty, making it the first ethnic minority autonomous county in China to achieve overall poverty alleviation in the region.
"After winning the battle against poverty, we have conscientiously implemented various policies for the effective connection of the transition period, maintained the bottom line of preventing large-scale poverty recurrence, effectively consolidated the results of poverty alleviation, and comprehensively promoted rural revitalization. In 2023, the per capita disposable income of rural residents reached 15,831 yuan, which is 92.7 times the per capita net income of rural residents since the statistics in 1985." Cao Liangtai said.
In addition, Xunhua County has built five national scenic spots such as Mengda Tianchi, Camel Spring, and Hongguang Village, and held large-scale cultural and tourism events such as the China Qinghai International Yellow River Crossing Extreme Challenge. The county's economic structure has been continuously optimized, and a characteristic industrial system dominated by characteristic agriculture, ethnic industry, and cultural tourism has basically been formed, with significantly enhanced development potential.
