This year marks the 75th anniversary of the founding of the People's Republic of China and is a critical year for achieving the goals and tasks of the 14th Five-Year Plan. As a new round of scientific and technological revolution and industrial transformation forms a historic intersection with China's accelerated transformation of its economic development model, the development of new quality productivity has become an important measure to consolidate the material and technological foundation for the comprehensive construction of a modern socialist country, and it is an inevitable trend.
Those who observe the trend are wise, those who analyze the trend are intelligent, and those who follow the trend will succeed. Based in the Guangdong-Hong Kong-Macao Greater Bay Area, we will go to key cities covered by major regional strategies to find the shining highlights of China's technological innovation and industrial innovation, and start the third season of the in-depth investigation of digitalization of enterprises in the Guangdong-Hong Kong-Macao Greater Bay Area. From May to August this year, Yangcheng Evening News will join hands with many media outlets across the country to carry out the national tour of new quality productivity. Through in-depth research reports, we will present to readers the "renewed" picture of new quality productivity with a surge in technological innovation, a rise in industrial iteration, and a surging momentum of digitalization.
In Changsha, Yangcheng Evening News and Changsha Evening News went deep into the front line of science and technology innovation and industry to explore the "secrets" of building new quality productivity. Recently, Yangcheng Evening News reporter interviewed Yan Jialong, business director and senior engineer of Hunan Industrial Internet Development Research Center, and conducted in-depth discussions on how Changsha can further build new quality productivity by promoting the development of industrial Internet.
“Enterprises contribute a little, service providers give a little, and the government makes up a little”
Yangcheng Evening News: What role does the industrial Internet play in promoting the construction of new quality productivity in Changsha?
Yan Jialong: Industrial Internet is the key support for new quality productivity. Equipment manufacturing enterprises are very developed in Changsha's industrial structure, and equipment manufacturing enterprises are particularly suitable for digital transformation. After these leading enterprises take the lead in digitalization, they can realize the empowerment of upstream and downstream industries through chain transformation.
At the policy level, Hunan started relatively early and introduced relevant digital policies, including reward and subsidy policies and support policies, to support these companies in their digital transformation.
In recent years, we have found that the industrial Internet is a good support and starting point in the development of intelligent manufacturing. Changsha has provided enterprises with a wealth of solutions and products through the industrial Internet platform, effectively promoting the digital transformation of enterprises. The platform not only carries technology, software and systems, but also facilitates the large-scale coverage of enterprise needs, accelerating the transformation process.
In terms of industrial Internet platform construction, Changsha City focuses on industry characteristics to promote the transformation of industrial clusters. Through the three-year action plan for intelligent manufacturing and industrial Internet support policies, Changsha City encourages enterprises to build and use platforms. Policy funding support and enterprise scenario opening have promoted the growth of platform service providers.
In the past five years, the city has promoted 1,660 enterprises to implement intelligent transformation and built more than 7,000 application scenarios. A total of 2 national-level industrial Internet dual-cross platforms and 33 new-generation artificial intelligence open innovation platforms have been cultivated, and more than 100 provincial-level platforms have been cultivated. Five companies were shortlisted for the "Top 50 Chinese Intelligent Manufacturing List", 27 companies and projects were approved as national-level intelligent manufacturing pilot demonstrations, and 13 companies were shortlisted for the national intelligent manufacturing demonstration factory list, ranking among the top in the country.
Yangcheng Evening News: What are the main problems that Changsha's SMEs are facing in digital transformation? How can Changsha help SMEs solve these problems?
Yan Jialong: SMEs are mainly faced with problems of insufficient awareness, lack of funds and insufficient technical capabilities. They have doubts about the input and output of transformation, are worried about the high cost of customized transformation, and also lack the technical capabilities for transformation.
To this end, Changsha City has adopted a model of "enterprises contribute a little, service providers give a little, and the government makes up a little", reducing the cost of transformation through measures such as financial subsidies and tax incentives. The government purchases services and provides customized solutions to solve the pain points and needs in the transformation.
Seven-step implementation route
Yangcheng Evening News: What are the specific implementation steps of Changsha in digital transformation? Can you share some specific successful cases of Changsha in promoting digital transformation?
Yan Jialong: Changsha has launched a "combination punch" in digital transformation: building a digital transformation service ecosystem, gradually selecting pilot projects, and conducting full life cycle diagnosis and evaluation, etc. Through these steps, we hope to provide all-round transformation support for small and medium-sized enterprises.
Changsha companies have many successful cases in digital transformation, such as:
Intelligent manufacturing demonstration factory: Changsha has promoted many enterprises to build intelligent manufacturing demonstration factories, such as Zoomlion's unmanned factory, which represents the high level of digitalization of global construction machinery equipment manufacturing;
Industrial Internet platform application: Changsha has developed a national-level industrial Internet dual-cross platform, such as Shugen Interconnect, which provides a wealth of industrial Internet solutions to help companies reduce costs and increase efficiency;
Model enterprises for digital transformation of small and medium-sized enterprises: Changsha has successfully created a number of model enterprises for digital transformation through policy support and financial subsidies. After digital transformation, the production efficiency and market competitiveness of these enterprises have been significantly improved;
"Small, fast, light and accurate" products and solutions: Changsha's "Small, fast, light and accurate" products and solutions are designed for small and medium-sized enterprises to help them quickly implement digital applications, such as quickly deployed production management systems and cloud services;
Digital herbal medicine factory: Hengxiu Pharmaceutical, for example, has established the first digital herbal medicine factory in Hunan through digital transformation, realizing automation and intelligence of production processes, and improving drug quality and production efficiency.
Digital transformation of the fireworks and firecrackers industry: Changsha has also included the traditional fireworks and firecrackers industry in the digital transformation pilot, and has improved the safety production level of the entire industry by introducing advanced production monitoring and safety management systems.
These cases demonstrate Changsha’s achievements in promoting digital transformation in different industries and enterprises of different sizes, and also reflect Changsha’s innovation and practice in building new quality productivity.
Yangcheng Evening News: In the process of promoting the digital transformation of enterprises, what challenges has Changsha encountered? How will it develop further in the future?
Yan Jialong: In the process of promoting the digital transformation of enterprises, Changsha faces challenges such as weak willingness of enterprises to transform, a gap between the proportion of digital technology applications and coastal cities, and an incomplete talent team of small and medium-sized enterprises. To overcome these shortcomings, the government, enterprises and service agencies need to work together.
Changsha's goal is to achieve full coverage of digital transformation for about 500 pilot enterprises by the end of 2025, significantly improving the digital level and comprehensive competitiveness of small and medium-sized enterprises. We hope to promote the high-end, intelligent and green development of Changsha's manufacturing industry through digital transformation, and build it into a globally competitive advanced manufacturing base.
