Digital economy is the "new track" for competition among major countries and the "main track" for China's modernization. The first national big data comprehensive experimental zone in the southwest region, the National Big Data (Guizhou) Comprehensive Experimental Zone, has been approved for construction since February 2016. It has been pioneering and exploring innovation. The proportion of digital economy added value in GDP has increased year by year. The province's digital economy growth rate has ranked first in the country for seven consecutive years. The development of the digital economy has seized the initiative and bred new opportunities. As the 2024 Big Data Expo is about to be held, Guiyang.com went to Guiyang High-tech Zone and talked with Gao Shan, deputy director of the National Engineering Research Center for Big Data and executive deputy general manager of the China Electronics Technology Group Corporation Big Data Institute, to show you the power of the National Engineering Research Center for Big Data to "new".
Q: What kind of platform is the National Engineering Research Center for Big Data?
Gao Shan: In order to thoroughly implement General Secretary Xi Jinping's important instructions on the construction of Digital China and Digital Government, and actively respond to the construction of the first national big data comprehensive experimental zone, in November 2016, the National Development and Reform Commission approved the establishment of the country's first national engineering laboratory for big data, led by China Electronics Technology Group Corporation Big Data Research Institute Co., Ltd. In December 2021, the laboratory passed the optimization and integration evaluation of the National Development and Reform Commission and was included in the new sequence management of the National Engineering Research Center, which enhanced the government's governance capabilities. The National Engineering Research Center for Big Data Application Technology has become the only national engineering research center in Guizhou Province.
As a national-level scientific and technological innovation platform, the Engineering Center focuses on promoting the deep integration of the science and technology chain and the industrial chain, and focuses on building an open and cooperative "government, industry, academia, research and application" innovation service platform in the field of government governance big data. It has set up three major technical research directions: government governance data collection, integration and analysis technology, government governance data sharing and open technology, and government governance data security and privacy protection technology, as well as three major industrial research directions: integrated government service big data application, smart health and rural revitalization industrial Internet. It carries out key technology research and technology achievement transformation, forming a new industrial development pattern supported by key technologies and multi-party collaborative participation, which provides strong support for improving the level of government governance services, cultivating the data factor market and promoting the innovative development of the digital economy.
Q: What do you understand by new quality productivity?
Gao Shan: The new quality of productivity was proposed by General Secretary Xi Jinping during his research in Northeast China. From my personal point of view, the world is undergoing a major change that has not been seen in a century. With the changes in the international economic situation, China is facing the limitations and challenges of the traditional economic growth model and needs to find a better breakthrough point. Especially for the three provinces in Northeast China, as the original industrial provinces and even strong provinces, they need to find new economic growth points to solve the current economic difficulties, so they proposed the new quality of productivity.
In fact, the concept of new quality productivity has different understandings in different industries, including our big data industry. For example, Guizhou's exploration and development in data elements and computing power are important factors that can improve productivity. In terms of technological innovation, we will focus on this data element, annotate the data, and make the data asset-based. These are all concrete manifestations of new quality productivity. Guizhou has established a big data exchange, and we are also actively cooperating with the big data exchange to actively create data products and use data elements to drive the development of Guiyang's digital economy. In terms of computing power, Guizhou is actively making breakthroughs and building many computing centers. At the same time, it is also actively developing a computing power scheduling platform. The National Engineering Research Center for Big Data is also constantly innovating and researching some key technologies and core capabilities in computing power scheduling. We also hope to improve our productivity in terms of data elements and computing power, so that new quality productivity can play its role and value in scientific and technological innovation.
Question: As a national scientific research and innovation platform, what typical applications does the National Engineering Research Center for Big Data have in empowering government governance and social governance?
Gao Shan: In recent years, the Engineering Center has been actively innovating around the development of data elements, including government governance, social governance and other aspects, and we are conducting some research.
In terms of empowering social governance, we have innovatively applied privacy computing, knowledge graphs and other technologies based on the research results of health digital identity, and independently developed the "WeHealth" platform product for the collaborative promotion of multi-level and diversified personal health services. This product uses 8 major technologies to ensure the security and privacy of our personal health data, and to ensure that these health data can better serve the government, enterprises and the people. Its main function is to help the government form some auxiliary decision-making support and provide data support for medical institutions and pharmaceutical manufacturers. At the same time, the product has also built a large number of pathological models, which can let us understand our physical health status through computing power, algorithms and AI technology.
In terms of improving government governance, we are helping Guiyang to actively build a digital economic cloud, focusing on solving some key data of the industries and enterprises under management. Through these data, we can predict and measure the dynamics of Guiyang's economic development, and further predict which industrial directions should be strengthened and which directions should be prevented and avoided. In addition, we are also actively working with Guiyang High-tech Zone to study and discuss the creation of a smart brain for the development zone, from park management to services, and then to the dynamics of all enterprises in the park, so that the management of the park will be more efficient, and services and support can be provided in a timely manner. We also hope that this smart brain application platform can be implemented as soon as possible.
Question: Data, as a new type of production factor that drives economic operations, has stimulated the potential of massive data elements. What are the next plans of the National Engineering Research Center for Big Data?
Gao Shan: As a national innovation platform, the Engineering Center will focus on improving the application of big data technology to enhance government governance capabilities, build a technical system, product system and standard system with differentiated competitive advantages, and accelerate the formation of a number of easy-to-use and effective big data common technologies and basic products. We will continue to accelerate the research of key technologies. Research the core key technologies related to the trusted data space architecture for multiple subjects and the trusted data space integrated data platform products, and propose a systematic trusted data space construction method and related products. In addition, the Engineering Center is also actively deploying key technologies based on national security, data security, application security and other aspects.
At the same time, in order to enhance social service capabilities and value, we will focus on key applications such as rural revitalization and smart health, give full play to the value of data elements, continuously explore and build better applications, truly solve social problems and even government governance problems, and promote the development of local digital economy.
