On August 10, at the signing ceremony of the strategic cooperation agreement between the Zhejiang Provincial Drug Administration and the Huzhou Municipal Government and the "One District, One Policy" work meeting to support the high-quality development of the beauty town, the Administration issued "Several Measures to Support the High-Quality Development of Wuxing Beauty Town" (hereinafter referred to as "Several Measures"), vigorously promoting the value-added reform of the entire chain of cosmetics supervision services, deepening the coordinated linkage of the five parties of "government, industry, academia, research and application", and accelerating the cultivation of new quality productivity.

For example, in 2023, it launched an infrastructure sharing pilot at a local cosmetics company to effectively solve the "window period" of the company's production line and reduce costs and increase efficiency for the company.
Wang Zhuangwu, Secretary of the Party Committee and Director of the Zhejiang Provincial Drug Administration, said that the "Several Measures" released this time were jointly planned, discussed and formulated by the provincial, municipal, district and town levels. By deeply analyzing the pain points of the industry, changing the regulatory model and strengthening service supply, it will form a policy support directly to the provincial level for the high-quality development of Wuxing's beauty industry, further unleash the potential and vitality of the industry. This is a concrete action taken by the Provincial Drug Administration to implement the spirit of the Third Plenary Session of the 20th CPC Central Committee.
It is reported that the "Several Measures" proposed ten measures, including insisting on high-level promotion, exploring first and trial, optimizing integrated services, highlighting direct access and quick enjoyment, promoting speed and efficiency, supporting expansion and strengthening, encouraging innovation and excellence, consolidating talent support, promoting co-governance and sharing, and strengthening radiation and promotion. The Beauty Town will be used as an innovative pilot area for cosmetics supervision services in Zhejiang Province. In accordance with the principles of being conducive to industrial development, quality improvement, and relieving difficulties, we will explore and carry out innovative pilot projects. A "drug supervision through train" will be established to establish a through train mechanism between the Beauty Town and the Zhejiang Provincial Drug Administration to provide companies with direct services in cosmetics raw material research, product development, efficacy evaluation, safety assessment, production licensing, and talent training.
According to the goals and requirements of the "Several Measures", the Beauty Town strives to exceed 20 billion yuan in operating revenue for the entire chain of the beauty industry by the end of 2027; by the end of 2030, the operating revenue for the entire chain of the beauty industry will exceed 30 billion yuan, and it will cultivate five companies with annual operating revenues exceeding 500 million yuan and own more than five well-known brands.
At the meeting, the Zhejiang Provincial Drug Administration and the Huzhou Municipal Government signed a strategic cooperation agreement. The two parties will focus on "jointly supporting the development of the beauty and cosmetics industry, jointly providing beautiful cosmetics value-added services, jointly promoting scientific beauty and cosmetics supervision, and jointly strengthening beauty and cosmetics talent support", highlighting policy coordination, resource linkage, factor support, and complementary advantages, and jointly promote the high-quality development of Huzhou's cosmetics industry.
At the meeting, the cosmetics supervision service station of the beauty town was unveiled, the "Zhejiang Red" party building contact point was awarded a plaque, and a ceremony was held to open the Zhejiang Provincial Food and Drug Administration-Wuxing Beauty Town service express.
First halfThe industrial output value of the beauty town increased by nearly 40%
After nine years of development, the Beauty Town has become one of the three largest cosmetics production bases in China, on par with Shanghai Oriental Beauty Valley and Guangzhou Baiyun Beauty Bay. The town has won many honors such as the provincial industry benchmark town, and successfully established the first cosmetics teaching base of the National Drug Administration Advanced Training Institute in the province, Zhejiang Industrial Tourism and other demonstration bases.
The town has now been built into the only core bearing area for the cosmetics industry in Zhejiang Province during the 14th Five-Year Plan period. A total of 281 cosmetics-related companies have been introduced, forming a complete cosmetics industry chain integrating raw material planting, research and development, production, packaging, logistics warehousing, and sales. In the first half of this year, the beauty town achieved an industrial output value of 5.03 billion yuan, a year-on-year increase of 39.2%, an operating income of 7.42 billion yuan, a year-on-year increase of 20.9%, and a fixed investment of 750 million yuan, a year-on-year increase of 11.2%.
