Qiantang District of Hangzhou is located on the southern wing of the Yangtze River Delta and the eastern part of Hangzhou City. It is the place where the first ray of sunshine rises in Hangzhou. The average age is 32.5 years old. It has the largest higher education park in Zhejiang Province, bringing together 14 universities and more than 250,000 college students. The teacher and student population accounts for about 1/3 of the permanent population of the district. It is a veritable city of youth. The unique resources of universities, scientific research and other endowments have laid a solid foundation for the innovation of the "big ideological and political" education model.

In recent years, Qiantang District of Hangzhou City has broken down regional, academic stage, and inter-school boundaries and built an open and inclusive "big ideological and political" alliance led by propaganda and education departments, coordinated by 14 universities, and actively participated by primary and secondary schools. Through platform co-construction, resource sharing, team training, and youth co-education, it innovatively practices the Qiantang "Red Tide" big ideological and political project. It is an integrated co-construction unit of ideological and political courses for universities, colleges, and primary and secondary schools of the Ministry of Education, and was selected into the list of outstanding cases of grassroots ideological and political work in 2024 by the China Political Research Association.
As an important position of the Party's youth work and the cradle of education and training for League cadres, the Central League School has always played an irreplaceable role in the ideological and political education of young people and team building. The cooperation between the two places will jointly deepen the integrated cooperation of ideological and political courses, jointly promote the integrated construction of the Party and the team, and strengthen cooperation, exchanges and resource sharing.
